Billing for College vehicle usage will be processed at the conclusion of each month.  Bills will be sent out on the first of each month to Fiscal Services for processing.  Completed Vehicle Operator Trip Ticket Request forms will be forwarded to the sponsoring Departments.

Toll Roads

The San Joaquin Hills (73), Foothill (241) and Eastern (241/261/133) Toll Roads were the first public highways to be constructed in Orange County since 1987 when the Costa Mesa (SR-55) freeway was extended for four miles.  Remarkably, The Toll Roads – which are owned and maintained by the state of California – were built with virtually no taxpayer dollars.

The Transportation Corridors Agencies (TCA) is funded by the sale of bonds to both private individuals and institutional investors.  The bonds can only be repaid by future tools and development fees.  Since the bonds are not backed by the government, taxpayers are not responsible for repaying the debt if future toll revenues fall short.  Today, toll and development impact fee revenue go toward retiring the construction debt, funding additional improvements, and covering costs of operating The Toll Roads.

Toll violations occur when drivers do not pay the proper toll at the time of the transaction

Sometimes customers forget to carry the correct amount of change needed to pay tolls or do not properly anticipate the amount of the toll.  To meet TCA’s obligation to collect tolls for every vehicle that uses The Toll Roads, a violation enforcement process is in place.

If you pass through a tolled location without making the proper payment, pictures of your vehicle are taken.  These pictures are reviewed and the plate information is sent to the Department of Motor Vehicles (DMV),  The DMV provides the name and address of the registered owner.  The registered owner will receive a violation notice in the mail (usually within two weeks).

Each violation transaction is accessed a $55.00 processing fee in addition to the toll amount due.  If you do not have precious violations, the violation notice will include an offer to open a FasTrak account.  FasTrak is a convenient way to pay your tolls electronically.  When opening a FasTrak account, you establish a prepared account from which tolls can be deducted.  TCA will apply $15 of the violation processing fee to your prepared balance if you chose to open an account.  If you prefer not to pen an account, you can simply mail in the $55 processing fee and the toll amount upon receipt of the violation notice.

If you fail to respond as outlined in the violation notice, an additional $45.00 fine may be assessed and a hold may be placed on your vehicle registration.

Violation notices are mailed to the address the DMV has on file for the vehicle at the time of the violation.  Payment must be submitted within 15 days.

The College will not pay any fines.  All traffic and parking violations are considered personal and any fine or ticket must be paid promptly by the violator.  The Facilities Office will contact the employee and their immediate supervisor through email informing them that it is their responsibility to pay this fine.  Employee must provide the Facilities Office with a personal check.  The Facilities Office will then provide Fiscal Services/Accounts Payable the Notice of Violation and the employee’s personal check for processing purposes.

To avoid future violations:

  • Be sure to keep quarters, dimes or nickels in your vehicle.  Some toll booths are staffed with attendants, while most locations are equipped with toll-collection machines.
