All College-owned vehicles shall be titled and registered in the name of Palomar Community College District and licensed in accordance with applicable California laws and regulations governing exempt or public agency vehicles. Departments, programs, clubs, student organizations, or other College-affiliated groups are not authorized to independently own, title, register, or maintain motor vehicles in their own names on behalf of the District.
All general-purpose fleet vehicles, including passenger cars, pickup trucks, vans, and utility vehicles, are managed and controlled by the Facilities Office. College vehicles shall be used solely for official District business and authorized College activities.
College vehicles are identified by District-issued vehicle decals or markings affixed to the vehicle. Except for required vehicle identification markings, no additional decals, stickers, license plate frames, advertisements, or signage may be placed on College vehicles without prior authorization from the Facilities Office. Campus Police vehicles may display additional authorized identification markings as required for operational purposes.
Vehicle acquisition, replacement, licensing, maintenance coordination, and disposal activities shall be administered through the Facilities Office in coordination with Purchasing Services and other applicable District departments. Vehicle selection recommendations will consider departmental operational needs, safety requirements, reliability, maintenance costs, fuel efficiency, and overall lifecycle value to the District.
The Business Services Department is responsible for maintaining the official California Certificates of Title for all College-owned vehicles. Original title documents shall be securely maintained by Fiscal Services, with copies retained by the Facilities Office for fleet management purposes.
