Transportation – Ownership, Titling & Licensing of Vehicles

College owned vehicles shall be registered in the name of Palomar College and licensed as exempt vehicles.  College related activities or organizations are not authorized to own or register motor vehicles in their names.

All general-purpose fleet vehicles are controlled by the campus’ Facilities Office (passenger cars, pickups, vans, trucks, etc.).  College vehicles shall be used for official College business only.

All College vehicles are identified by a decal conspicuously attached on the front left/right side of the vehicle.  With exception of vehicle identification numbers, no other decals, stickers, or other signs, including dealer-identified license plate holders may be placed on any College vehicle.  Campus Police vehicles may carry additional identification.

Vehicle acquisition (through Purchasing Services), maintenance, and licensing of all motor vehicles shall be performed by or at the direction of the Director, Facilities and/or the Facilities Coordinator.  A recommendation will be made as to the type of the motor vehicle to be purchased and made available for department use.  Departmental needs will be considered as well as the vehicle’s record for reliability, maintenance costs, and fuel economy.

The Office of Business & Contracts Services is responsible for the safe-keeping of the California Certificate of Title (aka “pink slip”) for each College owned vehicle.  This document is kept securely in the Fiscal Services vault.  A copy of this document is maintained in the Facilities Office.
