Palomar College approved drivers are furnished a State of California Voyager Fleet Card with the issuance of the Trip Ticket Packet. The Voyager card uses a PIN number to activate the pump. The PIN number is written on the “Using Your State of California Voyager Fleet Card.” These fuel credit cards are specific to the assigned vehicle and may be used to purchase fuel anywhere a credit card is accepted. Receipts for all gas purchases must accompany the return of the Trip Ticket Packet at the end of each trip.
Allowable Purchases
The Official State of California Fleet Card (Voyager) is for official college business only and can be used for the following:
- Regular-grade unleaded gasoline and diesel.
- Fluids and lubricants (i.e. oil, anti-freeze, washer fluid, etc.).
- 24-hour emergency roadside assistance through the National Automobile Club (800) 600-6065
In addition, emergency purchases, such as wiper blades, fan belts, tires, etc., are allowed in urgent situations only. Emergency purchases must be defined and approved by the Facilities Director.
It is the drivers responsibility to return the fleet vehicle with a full tank for the next driver. Select the fuel type that is appropriate for the vehicle. If there is any question about which fuel type to use, choose regular unleaded gasoline.
When refueling a vehicle, please follow these important safety rules:
- Turn off the engine
- Don’t smoke
- Don’t use a cell phone
- Don’t re-enter the vehicle during refueling.
Prohibited Purchases
The following items are prohibited and must not be purchased using the Fleet Card:
- Unless specifically required by the vehicle manufacturer, the purchase of mid-grade or premium unleaded gasoline is strictly prohibited.
- Fuel for personal vehicles
- Miscellaneous items such as food or sundries (personal items)
- Maintenance and repair charges should not be charged to the Fleet Card
These charges will be reported to the department chairperson/director and Internal Auditor. Drivers responsible for misuse of a gasoline credit card may be subject to disciplinary action and loss of rental privileges.
Voyager credit cards can also be used for car washes. Receipts for all cash washes must accompany the return of the Trip Ticket Packet at the end of each trip.
Credit cards must be kept secure at all times. Contact the Facilities Office immediately to report a missing credit card.
Card Issues
If you have problems with the card or the card gets locked, call Fleet Assistance at (800) 987-6591 for 24/7 assistance. Select option 1 as Driver and follow the prompts.
How to use the State of California Fleet Card at the Gas Pump
A few stations may not be equipped to handle your purchase electronically. In that case, take the card inside for the clerk to process the transaction. The Voyager Fleet Card is accepted at all major fuel vendors throughout California.

- Record the odometer reading before turning off the van
At the pump, write down your van’s odometer reading before turning the engine off for an accurate value.
- Insert Voyager card into the fuel pump card slot
Make sure to insert the card with the magnetic strip facing the indicated direction. When removing the card, do so quickly.
For embedded-chip cards, leave the card in the card reader until fueling is complete and you are prompted to remove it.
- Select options
Press credit if prompted to choose and select Regular gasoline (not Premium) to fuel your vehicle.
When prompted for a printed receipt, select Yes.
- Enter odometer reading
At the prompt, enter the van’s odometer reading from step 1 on the keypad and press Enter. You will then be asked to enter your PIN.
- Fuel the van
You can now add fuel to the van. Once the tank is full, replace the pump handle and wait for your receipt.
