California College Promise Grant (CCPG)

The California College Promise Grant (CCPG), formally Board of Governors Fee Waiver (BOGW), is a state-sponsored program that waives enrollment fees for qualifying students. Health fees, Student Center Fees & Rep Fees are not waived under California College Promise Grant. To apply for a CCPG-C grant, Palomar College students must complete a Free Application for Federal Student Aid (FAFSA) or California Dream Act (CADAA)

Basic Program Information:

  • Open to California residents, eligible AB 540 and AB 1899 students as determined by the Admissions Office;

  • Provisional Student Aid Index (SAI) will only be used to determine eligibility for CCPG. Students are responsible for resolving any provisional status if they want to have other financial aid eligibility reviewed.

  • Meet criteria listed for at least one of the California College Promise Grant types shown below;

  • California College Promise Grant is a fee waiver that covers Summer through Spring semesters

  • Awards can be confirmed online through MyPalomar, “View Financial Aid” link;

  • California College Promise Grant is not awarded retroactively after the semester ends;

  • If Enrollment Fees are paid before CCPG is awarded, refunds will be sent after the posted refund deadline of each semester.

  • It does not cover books or any other fees. It only waives the $46/per unit enrollment fees;

  • Meet minimum academic and progress standards; Students that continue on a second consecutive term (fall/spring semesters only) on academic or progress probation will result in the loss of the CCPG fee waiver. Please note, all other CCPG fee waiver eligibility criteria such as residency, income, or financial need must be met for awarding regardless of appeal decision.

  • If you lose your CCPG Eligibility, you may submit an Appeal

CA College Promise Grant A:

CCPG-A is for students receiving cash assistance from TANF/CalWORKs, SSI/SSP, General Assistance.
  • Proof of benefits dated within the last 60 days must be submitted to the Palomar Financial Aid Office to verify eligibility.
  • Eligible for reduced parking permit ($26/semester) .  No refunds for a permit already purchased prior to receiving CA College Promise Grant

CA College Promise Grant B:

CCPG-B is for students who meet strict low-income criteria. If students are Dependent, they will use their parent’s income information.  
  • Submit an application to the Palomar Financial Aid Office to verify eligibility.
  • Eligible for reduced parking permit ($26/semester) .  No refunds for a permit already purchased prior to receiving CA College Promise Grant

CA College Promise Grant C:

Students must have at least $1104 in financial need. Requires filing the Free Application for Federal Student Aid (FAFSA) or the California Dream Act Application (CADAA). No additional application is required.
  • Students are automatically considered for a CCPG-C
  • Eligible for reduced parking permit ($26/semester) .  No refunds for a permit already purchased prior to receiving CA College Promise Grant

Special Classifications:

Proof of eligibility from the appropriate agency is required.  Please submit documentation to the Palomar Financial Aid Office.
