We are no longer using the eBenefits portal for insurance changes, you will use the digital form links on this webpage and in the Open Enrollment Retiree Presentation. Review insurance plan options in the Open Enrollment Retiree Presentation. There is a special section at the bottom of this page for individuals who retired on or after October 1, 2020. How to enroll or make changes:
- Review the "2025 Retiree Open Enrollment Presentation Slides"
- Find the plan from the list below that you would like to change
- Click the text to pull up the digital form
- Carefully complete the fields on the digital form
- Use the "sign" button to create a signature and sign the form
- You will receive an emailed copy of the completed form as confirmation of your submission
- The Benefits Office will automatically receive a copy of the form

Palomar College Retirees' Association - PACRA
PACRA is a non-profit, on-campus organization for the purpose of serving the needs and interests of Palomar College and its retirees. Membership is open to all retired employees of the College, their spouses. surviving spouses, Associate Members appointed by the Board of Directors and any active employees who desire to become members.

click hereAt age 65, retirees and dependents eligible for Medicare benefits must enroll in Medicare Part A and B.
What happens if Medicare Part A and/or Part B lapses due to non-payment? The retiree and/or spouse is responsible for paying Palomar College the penalties of Part A and/or Part B lapse in coverage to maintain retiree benefits. Effective October 1, 2025, the monthly penalties are: Part A $700, Part B $700.
Why did my Medicare Part A and/or Part B lapse? Social Security will answer this question, and they can help reinstate Part A and/or Part B. We don't really know why this happens, but our office has seen cases where a retiree may have a spike in income and that may trigger an increase in payment for Part B. The retiree may or may not be aware of this and when Social Security does not receive a payment it appears they terminate Part A and/or Part B. This event will trigger the Palomar College penalties listed above.
Do I need to enroll in Medicare Part D? No, when you enroll in Kaiser Senior Advantage or Anthem PPO/EGWP, SISC/Palomar College will automatically enroll you in Medicare Part D for prescription medications.
What happens if I enroll in a Medicare Part D plan outside of SISC/Palomar College? The Centers for Medicare and Medicaid Services (CMS) does not allow a member to be enrolled in two Medicare plans. Should the retiree and/or spouse enroll in a Medicare Part D plan outside of SISC/Palomar College, the SISC/Palomar College medical and prescription drug benefits will be terminated. Retiree and/or spouse will need to provide proof of disenrollment without a break in coverage prior to reenrollment. Reenrollment is not guaranteed.
