Institutional Research, Planning, and Grants (IRP&G) is here to support you through every stage of the grant lifecycle—from identifying funding opportunities to successfully closing out your project. We work closely with faculty and staff to secure external resources that advance Palomar College’s mission and strategic goals, including student success, equity, and innovation.

We provide full proposal development and post-award support for competitive grants of $50,000 or more, and we support all federal grants—both direct and sub-awards—regardless of size.

All IRP&G services are guided by Board Policy 3280 – Grants and Administrative Procedure 3280 – Grants.

Grant Cycle- Pre-Award: Identify Need (Develop project idea; Identify funding sources; Intent to apply; Approval to proceed) and Develop Proposal (establish Grant Team; Budget & Staffing Approval; Application completion; Approval to submit) Award: Award (Award notification; Governing Board approval and acceptance; Grant Start Up) Post Award: Implementation (Award execution; Monitoring; Progress reporting) and Close Out (Fiscal reconciliation; Final Reporting; Evaluation; Impact Report)

Palomar College’s grant management process follows three key phases: Pre-Award, Award, and Post-Award. During Pre-Award, project needs are identified and aligned with funding opportunities, and proposals are developed in collaboration with faculty, staff, and administrators. The Award phase involves Governing Board approval and launch preparation. Post-Award includes implementation, budget management, reporting, and final closeout.
