.PACRA held its thirty-first annual meeting on Thursday, April 21 at the Old Spaghetti Factory in San Marcos It was the first in-person Annual Meeting since 2019 due to the pandemic.While not as well attended as pre-pandemic meetings, it was a good beginning to getting back to pre-pandemic activities and those attending enthusiastically enjoyed the in-person renewal of friendships and acquaintances of former colleagues. After enjoying lunch, the group had the pleasure of listening to Palomar’s new President, Star Rivera-Lacey, our guest speaker, relate her personal story that led her to Palomar College, the current state of the college and her vision for the college going forward. Dr. Rivera-Lacey was followed by Stacey Rungatis, the Executive Director of the Palomar College Foundation, who described the many programs that the Foundation funds to help ensure the success of Palomar students. A short business meeting concluded the day’s program.
At it’s May 27 Board meeting, the PACRA Board of Directors voted to donate the amount of $2000 to the Palomar College Foundation. The gift was made in the absence of any applications to the annual PACRA Scholarship with the the specification that the money be used for direct assistance to Palomar students. The Foundation expressed its thanks to the PACRA Board and Membership for the generous donation in a letter to PACRA President Judy Cater

After cancelling last year’s Annual Meeting due to the pandemic, the PACRA Board of Directors hosted its Thirtieth Annual Meeting on Thursday, April 15, in a virtual format via zoom. Twenty-five members were greeted by PACRA Board President, Judy Cater, followed by a program that included featured speakers, Dr. Jack Kahn, President/Supt. Palomar. College, Stacy Rungatis, Executive Director, Palomar College Foundation and Linda Locklear, Faculty Emeritus, American Indian Studies. A Business meeting followed with the election of officers and updates on PACRA activities by PACRA Secretary Judy Dolan, PACRA Treasurer, Tom Humphrey, PACRA Scholarship Chairperson, Cynthia Poole, PACRA Benefits Committee Chair, Steve Spear, and PACRA Website Manager, Bob Larson. Participants were also able to renew acquaintances using the chat feature of zoom.

Congratulations to our newest group of retirees. I’ve had the pleasure of working with these fine people over the years so Phil, Pauline, Rico, JG, Estela and Jon, we’re happy to welcome you to our retiree ranks and hope you will consider joining PACRA.
Finally, I am delighted to announce the Board unanimously approved another one-time $2000.00 donation to the Foundation’s fund for emergency student grants in lieu of the PACRA scholarship. Stacy, you may expect the message authorizing the transfer in a few moments.

Good afternoon. I’m Judy Cater representing PACRA, the Palomar College Retirees Association.
PACRA also recognizes the work being done to address the College’s fiscal situation.Many of our members are following the daily bulletins from President Kahn and attending budget update and other online meetings. This is difficult work and we want to honor it as well.
In the past PACRA has helped coordinate candidate forums for governing board elections and we hope to be able to do so this year. Just ask.
Finally, we recognize all the other efforts, large and small, including food drives, books and computers and other assistance designed to help students suffering from the many effects of the pandemic. PACRA exists under the umbrella of the Palomar College Foundation, an organization which is doing active fundraising to support these goals. To recognize all theseefforts and do our bit, I am happy to report that the PACRA Board authorized an additional donation of $1000.00 to the Foundation to assist students wherever the need is greatest.

This year, in lieu of awarding the PACRA scholarship, we are making a one time donation of $1000 to the Palomar College Foundation for use in in the area of greatest need to support our students. Palomar retirees represent thousands of years of district experience and many of us still serve the college in a variety of ways. We are part time faculty, hourly support staff and short-term
administrators. We support the Athletics programs, President’s Associates and Alumnae Association. Volunteer Elaine Armstrong maintains the Arboretum website. Bob Larson maintains several of the Foundation’s websites, including that of the President’s Associates and the Education for Heroes sites, also as a volunteer. We are especially proud of Trustee Miyamoto’s service as a Governing Board member.
We appreciate the challenges facing the District wish you all the best as these continue to be addressed. Staff at all levels are working so hard and we wish to acknowledge that work. Special thanks to Wendy Corbin and Veronica Sadowski for their ongoing support and assistance with retiree concerns and issues.
We would also like to acknowledge the support of former Vice Presidents Norman and Shanahan and look forward to working with incoming VP Beam. Families of PACRA members are eligible for the PACRA scholarship and membership in PACRA is not limited to retirees. We invite anyone and everyone to join; membership information is available on the PACRA website or from me.
PACRA- it’s not just for retirees!

The change that occurred is that Group I PPO retirees alone were forced from SISC Navitus PPO commercial drug plan into SISC Navitus Medicare D plan with no input or shared governance with retirees. Both the newly assigned insurance broker, Bright Path with Self-Insured Schools of California, (SISC) and the district reported that the Navitus Medicare D drug plan would be equal to current coverage or better than the previous plan without providing any detailed reports from the blind pool insurance plan. We are hearing from many retirees that there are many problems with the new plan. Since implementation of the SISC Navitus Medicare D plan Oct. 1, 2019, we are finding more and more areas where the SISC Navitus Medicare D plan is not equal to the SISC Navitus PPO commercial plan. My colleagues and I are here to inform you of the many problems our retirees are running into after having been forced into the SISC Navitus Medicare D plan.
A serious and potential life-threatening situation has arisen for married couples/domestic partners who are…The solution, according to Medicare, is for one of the spouses/partners to withdraw from the plan and have that spouse/partner added as a dependent under the other spouse/partner’s SISC Navitus Medicare D RX drug plan. Then Medicare will cover both. However, if the primary subscriber should die first, the dependent spouse/partner will be left without any coverage. Palomar College Board Policy 7380 states that if a retiree gives up coverage, that coverage cannot be reinstated.
This situation has already arisen with one retired couple at Palomar College. Human Resources has temporarily resolved the problem by putting the couple back into the SISC Navitus PPO drug plan of active employees for the 2019-2020 year until a solution can be found.
PACRA is aware of a number of couples who are now, or soon will be, in this same situation.
PACRA looks forward to the Board’s immediate response and action to resolve this very serious retiree health benefits problem which has occurred because all current Group I PPO retirees were placed in the Medicare Part D RX plan, effective October 1, 2019.

I watched, listened, and heard the testimony of GB President Hensch and Acting Superintendent/President Kahn spoken at the January 14 CCC BOG meeting—and, I was pleased to see and hear your confidence in getting Palomar back on track. What I liked the most were your words, President Hensch, of commitment, confidence, and community at large, to accomplish all that needs to be done and how it will happen among we, the college community. When Chancellor Oakley asked if our GB needed to be assigned a Special Trustee, you said you have confidence that we can resolve issues on the local level. President Kahn, your acknowledgement of the talented staff you have to draw from is right on—the brain power surrounding the resolution of our issues will make Palomar a stronger institution in the long run—and, I hope, take us back to the days when Palomar College was a leader of innovation not only in our County and State, but nationally as well!
I recognize that I as a retiree—and, PACRA, as a representative group of college retirees—are not members of the college constituent groups; we are, however, members of the college community, and therefore offer our help in a way you believe to be appropriate within the processes you have established. Minimally, according to GB Adminstrative Policy 7380, Group 1 retirees need to be a part of the discussion.
So, I ask you: as of tonight, January 28, 2020, is there any discussion among the Palomar College constituency that will affect Group 1 retiree benefits; if so, we respectfully request to be notified of and invited into that discussion.

The above is a snapshot of what PACRA has heard in just one month; how many phone calls/emails has HR received?? How many other retirees are being affected and not getting the answers they need or even know how to work through the system??
The PACRA Board feels a moral obligation to inform retirees of issues that affect their benefits and overall well-being, and to be a sounding board for their concerns. I wonder if you the members of the Governing Board and the Palomar College Administration feel that same moral obligation—considerations of right and wrong—toward YOUR elderly retirees, many of whom are in their 80’s and 90’s?
If you do, please take action on the issues now: what is your plan for resolving these health benefit problems facing current retirees? What procedures are to be followed for reimbursement? How can communication between the District and retirees be improved?
In closing, I have a statement/question for President Hensch: after the Oct 8 GB meeting, you stated you would like to follow-up on both Jayne Conway’s and my comments. Afterward, I approached you and asked how I could help with your follow-up—you stated you would talk with others. I may have assumed incorrectly, but I thought I would have received a response from you. The November 6 Benefits Committee meeting was canceled, so I was not able to learn any more from VP Shanahan. Will there be a response to me or to the PACRA Board about what you have learned?
A question to the entire GB: as of tonight, November 12, 2019, is there any discussion and/or action among the Palomar College constituency that will further affect Group 1 retiree benefits? If so, please communicate with the PACRA Board for its input!

My name is Judy Dolan; I have been retired since December 2013 after 10 years of part-time teaching, and 37 years of full-time teaching at Palomar College—an experience I thoroughly enjoyed…
As a Group 1 retiree of Palomar College, covered under Governing Board Policy 7380, I have been lied to by omission
In October 2018, I received a letter to Group 1 retirees from SISC stating that we were to be moved to Medicare D Rx—a complete surprise to me. Because I am a retiree member of the Benefits Committee, I asked about this letter at our November 7, 2018, BC meeting; VP Lisa Norman told the Committee it was a mistake and directed Michael Muheisen, BrightPath Consulting Services, Inc., to contact SISC that retirees would have no change made to their prescription drugs for the 2018-2019 year. The November 7 Minutes simply stated…Clarification was made that Palomar did not switch to the new SISC EGWP Program…
I naively believed what was said, trusting—but not knowing—that the District was planning this move for some time! Never once on any BC Agenda during the months between October 2018 through May 2019 was there mention of the District contemplating moving retirees to Medicare Part D. I officially heard from the District in a letter dated August 12, 2019, via Human Resources, that automatic enrollment into Medicare Part D which was ratified and approved by the GB on June 11, 2019, would take effect October 1, 2019.
I am personally disappointed that I did not think to question the VP of HR at each of our BC meetings as to any changes that were being planned that would affect Group 1 retiree benefits. Why would I?? It’s Governing Board policy AP7380 (Reference: Palomar Community College District Procedure AP 7380) that guarantees Group 1 retirees…will receive the same level of health benefits as provided to active employees and eligible dependents in effect on the date the employee retires for the life of the retiree; these benefits will be fully employer paid! And, surely, if the District was contemplating any changes, it would inform and welcome retiree input through a face-to-face meeting or webinar.
I am asking you, the Governing Board of Palomar College, that beginning with this Fall 2019 semester, you keep your due diligence to Agendas and be aware of and question any further changes that the District may be considering in the Group 1 retiree benefits package, minimally asking if Group 1 retirees have been notified of or invited to discussions relating to their benefits.
No group on campus negotiates on behalf of retirees; the Governing Board is the entity that has assured us by Board Policy AP7380 that our Group 1 benefits are secure—the Governing Board must legally keep its commitment!!
PACRA held its twenty-eighth annual meeting on Thursday, May 16 at the Old Spaghetti Factory
in San Marcos. Over 40 retirees enjoyed renewing friendships and reminiscing with former colleagues over lunch. During the business meeting portion of the meeting, Judy Cater was
elected as President of PACRA for the next year and new Board member member, Cynthia Poole, was elected as Member-at-Large to the PACRA Board.

The PACRA Board of Directors made a last minute decision to cancel the Annual Meeting scheduled for Thursday, May 15. The unfortunate cancellation was do to wildfires in the San Marcos area. On the day of the scheduled meeting the Coco fire was burning very close to Cal State San Marcos near Hwy. 78 and The Old Spaghetti Factory where the meeting was to be held. Exits from the freeway were closed to all but firefighting equipment and citizens were advised to stay clear of the area.
The PACRA Officers made an early morning decision to cancel the meeting and notify all members who had made reservations by telephone. The Board regrets the inconvenience it may have caused to members planning to attend.

The PACRA Board of Directors honored retiring Board member, Ken Burns at a luncheon meeting on Oct. 17 at the Olive Garden restuarant inEscondido. Dr. Burns has served as the Board president for the past 4 years and is moving to Arizona to be near his daughter. In addition, theBoard welcomed 3 new members: Judy Cater, JoAnne Lesser and Tom Humphrey.

Over 50 retirees attended PACRA’s twenty-second annual meeting on Thursday, May 16 at the Spaghetti Factory in San Marcos. Attendees enjoyed renewing friendships with former colleagues and were entertained by a chorus directed by former Palomar Music director, Joe Stanford. In addition, President Deegan brought the group up to date on new developments at Palomar College.
