To apply to the NCEOC program, all applicants must:
- Be a citizen, national or permanent resident of the United States
- Be at least 19 years of age
- Interested in enrolling in a high school diploma GED program, or in a program of post-secondary education.
- Be considered a low-income individual in conformity with the Federal TRiO Programs Low-income guidelines. (See chart below)

How to Apply
The following steps must be completed to apply for the NCEOC program
- Fill out the application that can be downloaded HERE
- Make an appointment with the NCEOC Office.
- Bring the following documents to your appointment:
- The completed Application
- Tax forms (or any income verification) to apply for the CCPG (California Promise Grant) to have tuition lowered or waived entirely.
- Knowledge on if you’re considered a dependent or an independent for the FAFSA (see our FAFSA information page for more information)
- Your Permanent Resident Card, if applicable.
- Bring the following documents to your appointment:
