Nora Kenney, Ph.D.
Acting Director, Occupational & Noncredit Programs
Nora Kenney, Ph.D., oversees noncredit vocational and credit areas, including the Transitions Program, an innovative pathway for currently and formerly incarcerated students to further their career and academic goals. The Transitions Program is the subject of a documentary being produced by PCTV, an Emmy-winning film production team. Prior to joining Palomar College in 2020, Dr. Kenney taught at the Vista Detention Facility and doubled the jail’s adult education offerings. Dr. Kenney was a tenure track professor who taught, administered programs, and conducted research in Oakland schools and community centers on behalf of the UC Berkeley Graduate School of Education, where she also earned her advanced degrees. Dr. Kenney is a proud alumna of MiraCosta Community College and, as a young adult, she determined to work in community college; when she did, she also discovered how adult education contributes to her passion for equity through education.

AEP Counselor
Larry graduated from San Diego State University with an MA in Education with an emphasis in multicultural counseling. He also earned a BA from Cal State San Marcos in Sociology with a minor in Spanish. He has worked at Palomar College since summer 2006 as an adjunct counselor for multiple departments including E.O.P.S, Veterans, TLC, STEM Academy and general counseling. In addition, he worked from 2003-2016 for Wahupa Educational Services as an E.O.C. counselor. Larry believes that his commitment to serving the community as a whole will empower students to become constructive members of society as well as successful professionals.

Counselor, Disability Resource
Alyssa Vafaei has a graduate degree in Counseling from Sacramento State University. She has 8 years of higher education experience in student services and student life. Her specialty for the last 4 years was working with adult learners in degree completion programs, including first-generation students, Veterans, and students with disabilities. At Palomar College she will be specializing in counseling students with disabilities for the Education to Career Network.

Administrative Specialist II / CASAS eTesting Coordinator
Camilo graduated Palomar College with degrees in Social and Behavioral Sciences, and World Languages. He is currently pursuing his B.A. in Art Media and Design. As CASAS eTesting Coordinator, Camilo is responsible for managing all aspects of the CASAS testing, which we use to gather pre- and post-test results from our noncredit student population to measure learning gains and improve our instructional programs.

Administrative Assistant
Christie graduated Palomar College with an AA in Aircraft Commercial Pilot, and AS Degrees in Aviation Operations and Management, and General Studies with an Emphasis in Science & Mathematics. She received her BS in Aeronautics from Embry-Riddle Aeronautical University. She comes to us from the Office of Enrollment Services here at Palomar College, and has over 15 years of experience in education in public, private, and vocational systems. Christie assists with maintaining our TOPSpro database, CASAS eTest proctoring, and website maintenance.
