
Ute Maschke, Ph.D.
Director of Continuing Education
Ute Maschke joined Palomar College’s Workforce, Community, and Continuing Education Department as Director of Continuing Education. Ute has more than 20 years of experience in post-secondary education and nonprofit program management. Before joining Palomar College she served as the manager for East Region Adult Education, a consortium that unites adult and continuing education programs and institutions across San Diego’s East counties.
Ute’s work is focused on transforming services and instruction to adult learners by strengthening accountability and the use of data for program improvement and promoting innovative models and research-based best practices. Before her move to the West Coast, she developed and led an acculturation project for a large refugee resettlement project and taught at Vassar College and Cornell University, where she worked with graduate students in cultural and intercultural education, curriculum development and assessment; and provided teacher and manager training on cultural competencies in collaboration with the Council of Europe’s Division of Languages and Education.
Ute earned her PH.D. and a MA from Brown University, plus a MA in Education from Rostock University, Germany.
Whenever time allows for it, you might find her on one of the thousands of hiking trails close and far.

Larry Moyano
Adult Education Program Counselor
Larry graduated from San Diego State University with an MA in Education with an emphasis in multicultural counseling. He also earned a BA from Cal State San Marcos in Sociology with a minor in Spanish. He has worked at Palomar College since summer 2006 as an adjunct counselor for multiple departments including E.O.P.S, Veterans, TLC, STEM Academy and general counseling. In addition, he worked from 2003-2016 for Wahupa Educational Services as an E.O.C. counselor. Larry believes that his commitment to serving the community as a whole will empower students to become constructive members of society as well as successful professionals.

Wes French
Student Support Program Coordinator
Wes supports Palomar College’s Continuing Education programs and facilitates workshops and events that help adult learners from all walks of life to transition into Palomar College pathways. His work emphasizes accessibility, student confidence, and connecting learners to the right resources at the right time.
Wes graduated from San Diego State University with an M.A. in Applied Design in 2014. and earned a B.A. in Fine Art from Indiana University, with a minor in Sculpture. He joined the Palomar College Art Department in 2015 as an Instructional Support Assistant and adjunct faculty member, supporting students in studio practice and course development. In 2025, he transitioned to Continuing Education as the Student Support Program Coordinator.
Before joining Palomar College, Wes collaborated with nonprofit organizations overseas. This work continues to shape his student-centered approach at Palomar College today.

Camilo Riveros
Career Technical Program Specialist
For the past eight years, I’ve had the privilege of supporting students in Palomar College’s Continuing Education. As a Palomar College alum, I transferred to Arizona State University where I earned my undergraduate degree in Film and am now pursuing a master’s degree in Clinical Mental Health Counseling at Northwestern University. I believe every student has their own story, and my goal is to listen, meet them where they’re at, and help them find the tools they need to reach their goals.

Tony Quiroz
Career Technical Program Specialist
Tony has been a classified employee at Palomar College since 2018. His academic journey began at Norco College, where he earned an A.A. in Social and Behavioral Studies, Tony transferred to California State University, Long Beach and completed a BA in Human Development. He is currently pursuing a MS in Higher Education Administration at National University. Throughout his career, Tony has dedicated himself to higher education, gaining experience in a variety of areas including financial aid, counseling, orientation, outreach, health services, and credit for prior learning.
