SAN MARCOS, CA (December 12, 2024) – For the outstanding service, leadership, and commitment to the citizens of San Diego County, County Supervisor Jim Desmond issued a proclamation on behalf of the County Board of Supervisors designating December 10 as Palomar College Rising Scholars Day. The Rising Scholars program helps previously incarcerated and system-impacted individuals adjust to a college campus and successfully begin or resume their higher education. It also serves currently incarcerated veterans in the Vista Detention Facility.
Since 2018, the Palomar College Rising Scholars program has served nearly 900 currently and formerly incarcerated students. The program is part of the California Community College Rising Scholars Network, a statewide organization of 93 community colleges that serve 20,000 currently and formerly incarcerated students each semester. Students receive support with the admission process, counseling, and financial aid. Peer mentors and weekly check-ins help students address any challenges they are facing.
The Department of Justice reports through education and career training, the recidivism rate of formerly incarcerated individuals is reduced from 50% to 30%; and with an associate’s degree, less than 14% of people return to incarceration, with a bachelor’s degree, the rate is less than 6%, and with a master’s, less than 1%.
Upon receiving the proclamation, Dr. Star Rivera-Lacey, Superintendent/President stated, “I often say that Palomar College is a place of 1,000 chances. The Rising Scholars program is a perfect demonstration of how a community college education positively impacts the lives of students, their families, and their communities.”

At Palomar College, Rising Scholar students can choose from over 250 degrees and certificates and career training programs. Students attend classes at the main campus in San Marcos, at Education Centers in Escondido, Fallbrook and Rancho Bernardo.
