{"id":1549,"date":"2025-06-05T14:54:15","date_gmt":"2025-06-05T21:54:15","guid":{"rendered":"https:\/\/www.palomar.edu\/presidentsoffice\/?page_id=1549"},"modified":"2025-06-05T14:55:59","modified_gmt":"2025-06-05T21:55:59","slug":"palomar-college-fraud-hotline","status":"publish","type":"page","link":"https:\/\/www.palomar.edu\/presidentsoffice\/palomar-college-fraud-hotline\/","title":{"rendered":"Palomar College Fraud Hotline"},"content":{"rendered":"<h2>What to report:<\/h2>\n<p>The hotline is designed for reporting suspected cases of Fraud, Waste or Abuse (FWA) of District resources by District employees, contractors or vendors.<\/p>\n<p>What is Fraud, Waste and Abuse of Palomar Community College resources?<\/p>\n<p>Examples include, but are not limited to:<\/p>\n<ul>\n<li>Accepting a bribe, kickback or illegal gratuities<\/li>\n<li>Financial Aid fraud<\/li>\n<li>Theft of District equipment<\/li>\n<li>Using District property for personal use or gain<\/li>\n<li>Payroll or timekeeping fraud<\/li>\n<li>Bid-fixing<\/li>\n<li>Management override of internal controls<\/li>\n<\/ul>\n<h2>Have a tip?<\/h2>\n<p>There are two ways to report fraud, 24-hours a day, 7-days a week:<\/p>\n<ul>\n<li>Call the Fraud Hotline at 760-744-1150, Ext. 7210 (leave a message if necessary) to file a report,<\/li>\n<li>Access the Fraud Hotline Report below, fill it out and email it to <a href=\"mailto:fraudhotline@palomar.edu\">fraudhotline@palomar.edu, or\u00a0<\/a><\/li>\n<li>Prepare a Fraud Hotline Report and mail it to: Palomar College, Attn: Internal Audit Department, 1140 W. Mission Rd., San Marcos, CA 92069<\/li>\n<\/ul>\n<h2>Reports or Forms<\/h2>\n<ul>\n<li><a href=\"https:\/\/www.palomar.edu\/fas\/wp-content\/uploads\/sites\/259\/2020\/09\/Fraud-Hotline-Report.pdf\">Fraud Hotline Report<\/a><\/li>\n<\/ul>\n<h2>Confidentiality<\/h2>\n<p>Complainants can choose to remain anonymous by withholding their identity in their reports. The District\u2019s Internal Auditor is responsible for receiving and initially reviewing all complaints regarding fraud, waste or abuse.\u00a0 During the course of this process the confidentiality of the complainants, anyone named in the report and any documents submitted (to the extent possible and permitted by law) will be maintained with the utmost regard for confidentiality.<\/p>\n<h2>Actions Taken (Fraud Hotline Processes):<\/h2>\n<p>Once a tip is received the Internal Auditor will review the information and perform an initial determination if the potential exists for fraud, waste or abuse. If there&#8217;s a report received and it&#8217;s determined there is the potential for fraud, waste or abuse, that information will be communicated to the Superintendent\/President upon receipt and next steps will be determined.\u00a0 If there isn\u2019t enough information in a report to make a determination the Internal Auditor will attempt to reach back out to the complainant for additional information, if contact information was included in the initial report. For that reason, it is very important that each report be as detailed as possible.
