{"id":104,"date":"2023-04-03T18:05:13","date_gmt":"2023-04-04T01:05:13","guid":{"rendered":"https:\/\/www.palomar.edu\/hsi\/?page_id=104"},"modified":"2026-01-21T11:14:15","modified_gmt":"2026-01-21T19:14:15","slug":"grants","status":"publish","type":"page","link":"https:\/\/www.palomar.edu\/hsi\/grants\/","title":{"rendered":"Grants"},"content":{"rendered":"\n<h2 class=\"wp-block-heading\">HSI Funds: Grant Terminology and Facts<\/h2>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Title V and Title III grants are issued by the U.S. Department of Education.<\/li>\n\n\n\n<li>Federal funding for Title III MSI (Minority Serving Institution) grants started due to the Higher Education Act of 1965.<\/li>\n\n\n\n<li>Federal funding for Title V HSI (Hispanic Serving Institution) grants began in 1998 after years of work by HACU&nbsp; and HHSE.<\/li>\n\n\n\n<li>Title V and Title III grants are <em>developmental <\/em>in nature: only new initiatives can be funded. The funds cannot be used to pay for existing activities or programs.<\/li>\n\n\n\n<li>Title V and Title III grants can be STEM or non-STEM grants.<\/li>\n<\/ul>\n\n\n\n<h2 class=\"wp-block-heading\">HSI Grant History at Palomar<\/h2>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Title III Grant (circa 1990) that established the Mathematics Learning Center, the ESL Computer Labs, among other programs and activities.<\/li>\n\n\n\n<li>HSI Title V Grant (2009-2014): this grant established the TLCs at the San Marcos and Escondido campus, as well as developed\/supported the Summer Bridge program, the First-Year Experience program, and Learning Communities.<\/li>\n\n\n\n<li>STEM I (2010-2015): this was a joint Palomar-CSUSM Title V\/STEM Grant.&nbsp;<\/li>\n\n\n\n<li>STEM II (2011 &#8211; 2016): This was a Palomar only Title III\/STEM grant.<\/li>\n\n\n\n<li>STEM III (2016 &#8211; 2021, with a Year 6 NCE <strong>ending <\/strong>September 2022): this is a joint Palomar &#8211; CSUSM Title V\/STEM Grant.<\/li>\n<\/ul>\n\n\n\n<h2 class=\"wp-block-heading\">Resources for Grant writing<\/h2>\n\n\n\n<ul class=\"wp-block-list\">\n<li>White House Initiative on Advancing Educational Equity, Excellence, and Economic Opportunity for Hispanics <\/li>\n\n\n\n<li>U.
