Many California public agencies, including Palomar, transitioned to by-trustee area elections. On May 20, 2019, the Board of Governors California Community Colleges adopted <a href=\"https:\/\/www.palomar.edu\/governingboard\/wp-content\/uploads\/sites\/64\/2019\/06\/Resolution-approving-moving-to-by-area-elections.pdf\">RESOLUTION NO. 2019-10<\/a> approving Palomar&#8217;s change from <em>at-large<\/em> to <em>by-trustee area<\/em> elections. With a trustee area election system, board members are elected by voters residing within the specific election district area. In 2021, as a result of the 2020 U.S. Census, the Governing Board approved <a href=\"https:\/\/go.boarddocs.com\/ca\/pccd\/Board.nsf\/files\/CBAMRA5C74C2\/$file\/Resolution%2021-21619%20Redistricting%20Adoption%20of%20Map%20-%20signed.pdf\">RESOLUTION 21-21619<\/a>, establishing criteria for consideration of adjusting trustee areas\u00a0consistent with legal requirements, including reasonably equal population and Section 2 of the Federal Voting Rights Act, and which address other concerns and considerations important to the District. Trustee Areas 1, 4, and 5 are included in the General Election ballot on November 8, 2022. Based upon recommendation of the San Diego County Registrar of Voters, and due to an appointed trustee&#8217;s candidacy, Trustee Area 4 will be following the <a href=\"https:\/\/www.palomar.edu\/governingboard\/wp-content\/uploads\/sites\/64\/2022\/09\/PCCD-Districting-2019-Map.pdf\" data-type=\"link\" data-id=\"https:\/\/www.palomar.edu\/governingboard\/wp-content\/uploads\/sites\/64\/2022\/09\/PCCD-Districting-2019-Map.pdf\">2019 Trustee Area boundaries map<\/a>.
