The California Voting Rights Act of 2001 (\u201cCVRA\u201d) made fundamental changes to minority voting rights in California. Many California public agencies, including Palomar, transitioned to by-trustee area elections. On May 20, 2019, the Board of Governors California Community Colleges adopted RESOLUTION NO. 2019-10<\/a> approving Palomar’s change from at-large<\/em> to by-trustee area<\/em> elections. With a trustee area election system, board members are elected by voters residing within the specific election district area. In 2021, as a result of the 2020 U.S. Census, the Governing Board approved RESOLUTION 21-21619<\/a>, establishing criteria for consideration of adjusting trustee areas\u00a0consistent with legal requirements, including reasonably equal population and Section 2 of the Federal Voting Rights Act, and which address other concerns and considerations important to the District. Trustee Area Boundaries – Election 2022<\/h2>\n\n\n\n

The Palomar Community College Governing Board adopted Resolution No. 21-21619<\/a> and established a new 2022 District map. Trustee Areas 1, 4, and 5 are included in the General Election ballot on November 8, 2022. Based upon recommendation of the San Diego County Registrar of Voters, and due to an appointed trustee’s candidacy, Trustee Area 4 will be following the 2019 Trustee Area boundaries map<\/a>.
