{"id":662,"date":"2015-10-28T16:06:36","date_gmt":"2015-10-28T16:06:36","guid":{"rendered":"https:\/\/www.palomar.edu\/facilities\/?page_id=662"},"modified":"2025-03-18T11:39:41","modified_gmt":"2025-03-18T18:39:41","slug":"transportation-accidents-and-repairs","status":"publish","type":"page","link":"https:\/\/www.palomar.edu\/facilities\/transportation-accidents-and-repairs\/","title":{"rendered":"Transportation &#8211; Accidents and Repairs"},"content":{"rendered":"<table>\n<tbody>\n<tr>\n<td class=\"style37\"><strong>In Case of an Accident:<\/strong><\/td>\n<\/tr>\n<\/tbody>\n<\/table>\n<p class=\"style21\" style=\"text-align: justify\">If you should have an accident while driving a college-owned vehicle, it is imperative that it be reported to the local police department. Simply exchanging insurance information with the other driver is not acceptable. The accident should be reported even if it does not involve another vehicle.<\/p>\n<p class=\"style21\" style=\"text-align: justify\">In addition, the Facilities Office, and your department or unit, must be notified immediately of any accidents involving a college vehicle.\u00a0 The Office may be reached from off-campus by calling 760\/744-1150, extension 2629, Monday through Friday, from 7:00 a.m. to 4:30 p.m.; after hours and on weekends, please contact the Director, Facilities.\u00a0 Phone information is provided on the Trip Ticket Packet Slip.<\/p>\n<p class=\"style21\" style=\"text-align: justify\">When you have been in an accident, you must:<\/p>\n<ul style=\"text-align: justify\">\n<li class=\"style21\">Stop at once.<\/li>\n<li class=\"style21\"><span class=\"style21\">Get immediate medical attention if you are injured.<\/span><\/li>\n<li class=\"style21\">Remain calm and do not argue.\u00a0 Arguing can result in a lawsuit.<\/li>\n<li><span class=\"style21\">DO NOT ADMIT RESPONSIBILITY<\/span><\/li>\n<li><span class=\"style21\">Never agree to make payments for the accident.<\/span><\/li>\n<li><span class=\"style31\">Discuss the accident only with police officers, the College\u2019s insurance company (Keenan &amp; Associates) and <a href=\"https:\/\/www.palomar.edu\/businessservices\/RiskManagement.html\"><b>College officials<\/b><\/a><\/span><span class=\"style21\">.<\/span><\/li>\n<li><span class=\"style21\">Record as much information as you can on all other parties to the accident.\u00a0 This insurance may include the following:<\/span>\n<ul>\n<li><span class=\"style21\">Their insurance company<\/span><\/li>\n<li><span class=\"style21\">Their name<\/span><\/li>\n<li><span class=\"style21\">License number<\/span><\/li>\n<li><span class=\"style21\">Plate number<\/span><\/li>\n<li><span class=\"style21\">Make<\/span><\/li>\n<li><span class=\"style21\">Model<\/span><\/li>\n<li><span class=\"style21\">Year of vehicle<\/span><\/li>\n<li><span class=\"style21\">How the accident happened<\/span><\/li>\n<li><span class=\"style21\">Witnesses (with addresses and phone numbers)<\/span><\/li>\n<\/ul>\n<\/li>\n<li>Take required precautions to prevent further accidents at the scene (place triangle reflectors, if available)<\/li>\n<li>Complete provided SWACC Accident Report (form is located inside Trip Ticket Packet) and turn into Facilities Office.\u00a0 Completed form will be turned into District\u2019s Risk Management Office.<\/li>\n<\/ul>\n<table>\n<tbody>\n<tr>\n<td class=\"style37\"><strong>Charter Buses:<\/strong><\/td>\n<\/tr>\n<\/tbody>\n<\/table>\n<p style=\"text-align: justify\"><span class=\"style21\">If your issue is related to a breakdown problem the driver, who is provided by the Charter Bus facility,<\/span><span class=\"style21\">immediately<\/span><span class=\"style31\"> contact\u00a0<a href=\"http:\/\/www.coachamerica.com\/locations\/sandiego\/\">Coach America San Diego<\/a> dispatch.<\/span><\/p>\n<ul style=\"text-align: justify\">\n<li>All drivers are provided with two-way radios for direct and easy communication with dispatch\n<ul>\n<li><span class=\"style21\">The dispatcher on duty helps the driver diagnose the problem and works with the driver to resolve, if possible.<\/span><\/li>\n<li><span class=\"style21\">Most problems that occur are minor and can be quickly diagnosed and fixed between the dispatcher and the driver.<\/span><\/li>\n<li><span class=\"style21\">If the problem cannot be resolved between the dispatcher and the driver, a maintenance manger or mechanic will assess the situation on the phone with the driver.<\/span><\/li>\n<\/ul>\n<\/li>\n<li>This timeline exceeds no more than five-to-ten minutes before further action is called for.<\/li>\n<li><span class=\"style21\">If the problem still cannot be resolved, a mechanic may be dispatched to the location of the vehicle (depending on the proximity of the vehicle to Coach America\u2019s location).\u00a0<\/span>\n<ul>\n<li><span class=\"style21\">For out-of-town trips, the closest Coach America location will be contacted for assistance.<\/span><\/li>\n<li><span class=\"style21\">If the problem is diagnosed as a \u201cmajor\u201d problem on the phone, a replacement bus may also be dispatched immediately.<\/span><\/li>\n<\/ul>\n<\/li>\n<\/ul>\n<p class=\"style32\" style=\"text-align: justify\">By operating in many cities throughout the United States and specifically in Southern California, there is usually a Coach America facility in close proximity to every trip.\u00a0 Coach America also has affiliations with other maintenance shops, transportation companies, etc., for further assistance where needed.<\/p>\n<p class=\"style32\" style=\"text-align: justify\">It is always Coach America\u2019s goal to correct a mechanical issue as soon as possible.\u00a0 A mechanical issue is always given an immediate response.\u00a0 To determine the average delay for any breakdown is difficulty, but as mentioned above most problems are minor and can be corrected with a quick phone call.\u00a0 Relative to the number of total miles Coach America travels throughout our entire fleet, major issues are very rare.<\/p>\n<p style=\"text-align: justify\"><span class=\"style31\">Coach America maintains our vehicles at industry leading standards and in accordance with <a href=\"http:\/\/www.dot.ca.gov\/\">CADOT<\/a> and\u00a0<a href=\"http:\/\/www.chp.ca.gov\/\">CHP<\/a><\/span><span class=\"style21\">.<\/span><\/p>\n<table>\n<tbody>\n<tr>\n<td class=\"style37\"><strong>Fleet Vehicles:<\/strong><\/td>\n<\/tr>\n<\/tbody>\n<\/table>\n<p class=\"style21\" style=\"text-align: justify\">Please follow the procedures below so we can help you get back on the road ASAP:<\/p>\n<p class=\"style31\" style=\"text-align: justify\">If a vehicle breakdown occurs during normal operating hours, please contact the Facilities Office, Monday through Friday, 7:00 a.m. to 4:30 p.m., at extension 2629 or via email <a href=\"mailto:FacilitiesOffice@palomar.edu\">FacilitiesOffice@palomar.edu<\/a> our staff will coordinate alternative transportation and vehicle towing.<\/p>\n<p class=\"style21\" style=\"text-align: justify\">If a vehicle breakdown occurs after hours and weekends, please contact the Director, Facilities.\u00a0 Phone information is provided on the Trip Ticket Packet Slip.<\/p>\n<ol style=\"text-align: justify\">\n<li><span class=\"style21\">Move the vehicle, if possible, to a safe location.<\/span><\/li>\n<li><span class=\"style21\">If the vehicle is not in a safe location or unable to be moved, please inform us.<\/span><\/li>\n<li><span class=\"style21\">Inform the Facilities Office of the vehicle breakdown ASAP.\u00a0 All repairs must be authorized through the Facilities Office.<\/span><\/li>\n<\/ol>\n<table>\n<tbody>\n<tr>\n<td class=\"style37\"><strong>Rental Vehicles:<\/strong><\/td>\n<\/tr>\n<\/tbody>\n<\/table>\n<p style=\"text-align: justify\"><span class=\"style21\">If your issue is related to a mechanical problem (flat tire, dead battery, accident, etc.) please contact Enterprise-Rent-A-Car Roadside Assistance department at 1-800-307-6666 (this number is located on the back of the rental agreement).\u00a0 <\/span><span class=\"style21\">The driver should ensure that they have the agreement with them at all times<\/span><span class=\"style21\">.\u00a0 \u00a0If you have an issue that is not mechanical please contact the office that you rented from for assistance:<\/span><\/p>\n<p style=\"text-align: justify\"><span class=\"style21\">\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0 <\/span><span class=\"style21\">Enterprise Rent-A-Car<\/span><\/p>\n<p class=\"style33\" class=\"style21\" style=\"text-align: justify\">\u201cRoadside Assistance\u201d is subbed out to AAA by Enterprise Rent-A-Car.<\/p>\n<p class=\"style21\" style=\"text-align: justify\">The driver of the rental vehicles must let \u201cRoadside Assistance\u201d know the following information:<\/p>\n<ul style=\"text-align: justify\">\n<li class=\"style21\">What size replacement vehicle is required?<\/li>\n<li><span class=\"style21\">The number of passengers.<\/span><\/li>\n<li><span class=\"style21\">Inform dispatcher that time is of the essence in order to get to an Athletic competition as a forfeiture could occur if our Athletic team doesn\u2019t arrive on time.<\/span><\/li>\n<\/ul>\n<p class=\"style21\" style=\"text-align: justify\">A Tow-Truck driver will be dispatched and a report sent by AAA to Enterprise-Rent-A-Car.\u00a0 It\u2019s possible that the Palomar College driver may have to go with the Tow-Truck driver to the Enterprise Office\/Location to pick-up the replacement vehicle.\u00a0 It is also possible that Enterprise-Rent-A-Car will send a replacement vehicle out to the site.<\/p>\n<p style=\"text-align: justify\"><span class=\"style21\">It is imperative that the Palomar College driver not leave the site until the Tow-Truck arrives even if a replacement vehicle arrives on-site first<\/span><span class=\"style21\">.\u00a0 After the Palomar College driver meets the Tow-Truck driver and even if a replacement vehicle has arrived, the Palomar College driver can then continue on his\/her way.<\/span><\/p>\n<p class=\"style31\" style=\"text-align: justify\">The replacement vehicle can be driven back to the Enterprise Rent-A-Car branch, reference information above, to be returned as usual.\u00a0 <i>Just like if we were using the Palomar College Fleet Vehicles, there can be no guarantee that waiting time will be minimal.<\/i><\/p>\n<p class=\"style31\" style=\"text-align: justify\">If you require any other assistance, please contact the Purchasing Supervisor at 760\/744-1150, extension 2139.<\/p>\n<table>\n<tbody>\n<tr>\n<td class=\"style37\"><strong>Repair Procedures:<\/strong><\/td>\n<\/tr>\n<\/tbody>\n<\/table>\n<p class=\"style31\" style=\"text-align: justify\">All safety discrepancies must be reported, on the <a href=\"https:\/\/www.palomar.edu\/facilities\/wp-content\/uploads\/sites\/129\/2015\/10\/VehicleTripTicketForm.pdf\">Vehicle Operator Trip Ticket Form<\/a>, to the Facilities Office immediately for repair action.\u00a0 Under no circumstances shall an unsafe vehicle be operated.<\/p>\n<p class=\"style31\" style=\"text-align: justify\"><u>Safety discrepancies<\/u> include but are not limited to:<\/p>\n<ul style=\"text-align: justify\">\n<li class=\"style31\">Any discrepancy that hinders efficient and safe operation of the vehicle<\/li>\n<li><span class=\"style21\">Brakes<\/span><\/li>\n<li><span class=\"style21\">Fuel leaks<\/span><\/li>\n<li><span class=\"style21\">Lighting and signals<\/span><\/li>\n<li><span class=\"style21\">Steering<\/span><\/li>\n<li><span class=\"style21\">Tires<\/span><\/li>\n<\/ul>\n<table>\n<tbody>\n<tr>\n<td class=\"style37\"><strong>Towing
