{"id":84,"date":"2013-04-05T16:24:04","date_gmt":"2013-04-05T16:24:04","guid":{"rendered":"https:\/\/www.palomar.edu\/fa\/?page_id=84"},"modified":"2026-07-27T16:55:10","modified_gmt":"2026-07-27T23:55:10","slug":"student-loan-information","status":"publish","type":"page","link":"https:\/\/www.palomar.edu\/fa\/student-loan-information\/","title":{"rendered":"Federal Student Loan Information"},"content":{"rendered":"\n<p>Palomar College Financial Aid Office does not participate in certifying alternative\/private education bank loans or Parent Plus loans.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Federal Direct Loans (Subsidized and Unsubsidized)<\/h2>\n\n\n\n<p>Federal Direct Loans are low-interest loans for students to help pay for the cost of a student&#8217;s education after high school. The lender is the U.S. Department of Education, though most of the contact will be with your loan servicer.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Federal Direct Subsidized Loans<\/h2>\n\n\n\n<p>Federal Subsidized Loans are loans for which the U.S. Department of Education pays the interest for your loans while you are still enrolled in school. Eligibility for this type of student loan is based on financial need.<\/p>\n\n\n\n<p><a href=\"https:\/\/studentaid.gov\/understand-aid\/types\/loans\/interest-rates\">Interest<\/a> is covered by the Department of Education while:&nbsp;<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>You are in school at least half-time,<\/li>\n\n\n\n<li>for the first six months after you leave school (referred to as a&nbsp;grace period*), and<\/li>\n\n\n\n<li>during a period of&nbsp;deferment&nbsp;(a postponement of loan payments).<\/li>\n<\/ul>\n\n\n\n<p>*Note: If you received a Direct Subsidized Loan that is first disbursed between July 1, 2012, and July 1, 2014, you will be responsible for paying any interest that accrues during your grace period. If you choose not to pay the interest that accrues during your grace period, the interest will be added to your&nbsp;principal&nbsp;balance.<\/p>\n\n\n\n<h5 class=\"wp-block-heading\">Maximum Subsidized Federal Direct Loan Amounts:<\/h5>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>Freshmen&nbsp;<\/strong>(0-29 credits earned toward your Palomar Major) = $3,500 per academic year<\/li>\n\n\n\n<li><strong>Sophomores&nbsp;<\/strong>(30 credits earned toward your Palomar Major) = $4,500 per academic year,<\/li>\n\n\n\n<li><strong>Juniors\/seniors<\/strong>&nbsp;(60+ credits earned toward your Palomar Major) = $5,500 per academic year.<\/li>\n<\/ul>\n\n\n\n<p>Students completing their program and requesting a loan for one semester <em>only<\/em> will receive prorated loan amounts.  <\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Federal Direct Unsubsidized Loans<\/h2>\n\n\n\n<p>Federal Unsubsidized loans do accrue <a href=\"https:\/\/studentaid.gov\/understand-aid\/types\/loans\/interest-rates\">interest<\/a> while you are in school and are added to the principal loan amount when you go into repayment. These loans are not based on financial need.&nbsp;<\/p>\n\n\n\n<p>Palomar College\u2019s Financial Aid Office strongly encourages you to explore all options before requesting an unsubsidized loan.<\/p>\n\n\n\n<h5 class=\"wp-block-heading\">Maximum Unsubsidized Federal Direct Loan Amounts:<\/h5>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Dependent student = $2,000<\/li>\n\n\n\n<li>Independent student = $6,000<\/li>\n\n\n\n<li>Independent student in bachelor\u2019s degree program = $7,000<\/li>\n<\/ul>\n\n\n\n<h2 class=\"wp-block-heading\">Changes to Federal Student Loans&nbsp;<\/h2>\n\n\n\n<p>Federal regulations are changing how schools calculate student loan eligibility beginning with the 2026\u20132027 academic year.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\">What is changing?<\/h3>\n\n\n\n<p>Previously, students who enrolled in a minimum of 6 eligible units qualified for the maximum loan amounts, based on their eligibility.&nbsp;<\/p>\n\n\n\n<p>Starting with the 2026\u20132027 academic year, only students enrolled in 12 or more eligible units will be qualified to receive the maximum loan amounts. Federal student loan amounts will be adjusted based on the eligible units a student is enrolled in.<\/p>\n\n\n\n<p>The exact loan amount will depend on your enrollment level and other financial aid eligibility requirements.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\">Why is this change happening?<\/h3>\n\n\n\n<p>The U.S. Department of Education has updated federal student loan regulations. Schools are now required to adjust loan eligibility based on a student&#8217;s enrollment level.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\">What does this mean for me?<\/h3>\n\n\n\n<p>If you plan to borrow federal student loans:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Your loan amount will be lower if you enroll in fewer than 12 eligible units.<\/li>\n\n\n\n<li>Changes to your enrollment after your loan is awarded may affect your eligibility.<\/li>\n<\/ul>\n\n\n\n<p>Please note: Students are not required to be enrolled in 12 eligible units to request Federal Student Loans. The minimum unit requirement is still 6 eligible units to request loans.&nbsp;<\/p>\n\n\n\n<h5 class=\"wp-block-heading\">Examples<\/h5>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>Example 1:<\/strong>&nbsp;If you enroll in 9 eligible units for the Fall semester and 12 eligible units for the Spring semester, your annual loan eligibility may be lower than a student who is enrolled full-time in both semesters.<\/li>\n\n\n\n<li><strong>Example 2:&nbsp;<\/strong>If you enroll in 12 eligible units for the Fall semester but later reduce your enrollment below 12 eligible units, your loan eligibility may need to be adjusted.<\/li>\n\n\n\n<li><strong>Example 3:<\/strong>&nbsp;If you begin the year in fewer than 12 eligible units and later increase your enrollment to 12 eligible or more units, your loan eligibility may be reviewed and adjusted based on your updated enrollment.<\/li>\n<\/ul>\n\n\n\n<p>Because loan eligibility may change when enrollment changes, students are encouraged to carefully consider their enrollment plans before requesting a federal student loan.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Requesting a Federal Direct Loan at Palomar College<\/h2>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Complete a Free Application for Federal Student Aid (FAFSA)<\/li>\n\n\n\n<li>Complete all required financial aid items on your <a href=\"https:\/\/palomar-pm.campuslogic.com\/\">MyPalomar<\/a> To Do List<\/li>\n\n\n\n<li>You must have completed the financial aid process by either receiving a Loan Only notification email (J52) or a General Award notification email (J50).<\/li>\n\n\n\n<li>Complete the Direct Loan Request Form by clicking the link below:\n<ul class=\"wp-block-list\">\n<li>Direct Loan Request Form (Will be available on September 9, 2026)<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n\n\n\n<p>Please complete the ENTIRE loan form and steps in order to avoid delays in the processing of your loan request.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\">How your loans are disbursed:&nbsp;<\/h3>\n\n\n\n<p>Federal Direct Loan funds are disbursed in equal payments throughout the entire loan period. Loan disbursements will be delivered either by mail or by direct deposit though <a href=\"https:\/\/www.palomar.edu\/fa\/direct-deposit-information\/\">Nelnet<\/a>.<\/p>\n\n\n\n<p>Please review our disbursement page for loan <a href=\"https:\/\/www.palomar.edu\/fa\/financial-aid-disbursement-schedule\/\">disbursement dates<\/a><\/p>\n\n\n\n<h3 class=\"wp-block-heading\">Helpful information about repayment:<\/h3>\n\n\n\n<ul class=\"wp-block-list\">\n<li>You will not be required to make principal payments while you are in school at least half-time through the six-month grace period after leaving school<\/li>\n\n\n\n<li>After you have dropped below half-time or graduated, you will begin to make regular monthly payments on both the principal (the amount you borrowed) and the interest (the amount charged to you for borrowing the money).<\/li>\n\n\n\n<li>Depending upon the total amount you borrowed, it may take up to ten years to repay your loan(s).<\/li>\n\n\n\n<li>Please ensure you are aware of your loan repayment start date and plan accordingly. We report enrollment 30 days after the start of the semester.&nbsp; Be sure to talk to your servicer to see how this will affect your in-school deferment.<\/li>\n<\/ul>\n\n\n\n<details class=\"wp-block-details is-layout-flow wp-block-details-is-layout-flow\"><summary>ELIGIBLE UNITS AND ACADEMIC MAJORS FOR FINANCIAL AID<\/summary>\n<p>To receive financial aid, you must declare an eligible program of study with Admissions.&nbsp; Financial aid will only pay for classes that apply to your declared major or program of study. Palomar College will use your Degree Progress Report to help identify which classes count toward your program and may be eligible for financial aid payment. Please review the <a href=\"https:\/\/www.palomar.edu\/fa\/eligible-academic-majors-for-financial-aid\/\">Eligible Academic Majors for Financial Aid<\/a> page for more information.<\/p>\n<\/details>\n\n\n\n<details class=\"wp-block-details is-layout-flow wp-block-details-is-layout-flow\"><summary>UNSUBSIDIZED LOAN REQUEST FOR DEPENDENT STUDENTS WITHOUT PARENTAL DATA<\/summary>\n<p>Federal Regulation under the Higher Education Opportunity Act, Section 472 (HEA section 479 (a)) gives a dependent student the right to borrow a Federal Unsubsidized Loan when the student\u2019s parents have ended financial support and refuse to file the Free Application for Federal Student Aid (FAFSA). Students under this circumstance interested in applying for a Federal Unsubsidized Loan should refer to the&nbsp;<a href=\"https:\/\/nam02.safelinks.protection.outlook.com\/?url=https%3A%2F%2Fwww.palomar.edu%2Ffa%2Fforms%2F&amp;data=05%7C01%7CMHarms%40palomar.edu%7C63e70e7ce98e450f57d608db352075a4%7Cdfa178eb10ca40c09667f4732f3381fe%7C0%7C0%7C638162185761699355%7CUnknown%7CTWFpbGZsb3d8eyJWIjoiMC4wLjAwMDAiLCJQIjoiV2luMzIiLCJBTiI6Ik1haWwiLCJXVCI6Mn0%3D%7C3000%7C%7C%7C&amp;sdata=FA%2B0Yo2vs06GrIoxBan55iztdxKOTxgLadAe7u1gkbU%3D&amp;reserved=0\">Financial Aid Forms<\/a>&nbsp;page to complete the Parent FAFSA Refusal Form for the corresponding aid year.<\/p>\n\n\n\n<p>You will also need to complete the Direct Loan Request Form.<\/p>\n\n\n\n<p>However, if the student\u2019s inability to obtain parental information is due to unusual circumstances (parental incarceration, abuse, abandonment, etc.), the student should refer to our&nbsp;<a href=\"https:\/\/nam02.safelinks.protection.outlook.com\/?url=https%3A%2F%2Fwww.palomar.edu%2Ffa%2Fappeals%2F&amp;data=05%7C01%7CMHarms%40palomar.edu%7C63e70e7ce98e450f57d608db352075a4%7Cdfa178eb10ca40c09667f4732f3381fe%7C0%7C0%7C638162185761699355%7CUnknown%7CTWFpbGZsb3d8eyJWIjoiMC4wLjAwMDAiLCJQIjoiV2luMzIiLCJBTiI6Ik1haWwiLCJXVCI6Mn0%3D%7C3000%7C%7C%7C&amp;sdata=ZM0ldzUAH0VV2oP5c%2B%2BDHNwsiaZXyVMAml5yk2ZeZqE%3D&amp;reserved=0\">Appeals<\/a>&nbsp;page and submit a Dependency Override request, which will allow a dependent student to apply as an independent student.<\/p>\n<\/details>\n\n\n\n<details class=\"wp-block-details is-layout-flow wp-block-details-is-layout-flow\"><summary>WHAT IS A COHORT DEFAULT RATE?<\/summary>\n<p>A school\u2019s cohort default rate (CDR) is the percentage of a school\u2019s students who had certain federal student loans enter repayment in a federal fiscal year and then default before the end of the cohort default rate period.<\/p>\n\n\n\n<p>Cohort default rates are based on federal fiscal years. Federal fiscal years begin October 1 of a calendar year and end on September 30th of the following calendar year.
