Please include your full name and Palomar ID number when emailing. Documents must be complete in order for us to accept them. We will NOT accept documents by fax. The <a href=\"https:\/\/palomar.studentforms.com\/\">online<\/a> option is not available for all forms, but it will be indicated in each section.<\/p>\n<h2>Appeals<\/h2>\n<h3>Satisfactory Academic Progress Appeal<\/h3>\n<p>Click\u00a0<a href=\"https:\/\/palomar.studentforms.com\/\"><em>here<\/em><\/a> to submit a SAP Appeal using our mobile site that allows you to upload documents, sign and submit your appeal from your desktop, tablet or smartphone. You may contact the counseling department to schedule an appointment at (760) 891-7511 or email <a href=\"mailto:counseling@palomar.edu\">counseling@palomar.edu<\/a> for assistance.<\/li>\n<li>Submit Appeal, Educational Plan &amp; other supporting documents to the <a href=\"https:\/\/www.palomar.edu\/fa\/contact-us\/\">Financial Aid Office<\/a> by the published appeal deadline.<\/li>\n<li>Processing of Second Level Appeals can take up to 2-4 weeks.<\/li>\n<\/ul>\n<p>Appeal eligibility will not be retroactive to prior terms.<\/p>\n<p><strong>2025\/2026 Second Level Appeal Deadlines<\/strong><br \/>\n<span data-teams=\"true\"><span class=\"ui-provider a b c d e f g h i j k l m n o p q r s t u v w x y z ab ac ae af ag ah ai aj ak\" dir=\"ltr\">Fall 2025 - December 12, 2025<br \/>\nSpring 2026- May 15, 2026<br \/>\nSummer 2026 - July 31, 2026<\/span><\/span><\/p>\n<hr \/>\n<h2>Unusual Circumstances<\/h2>\n<h3>Dependency Override<\/h3>\n<p>DOE (Department of Education), allows schools to exercise \u201cProfessional Judgment\u201d in determining a student\u2019s dependency status in certain situations where the relationship between you and your parent(s) has been compromised in a serious and ongoing way. If there are unusual circumstances where you cannot provide your parent information on the FAFSA (Free Application for Federal Student Aid) or the CADAA (CA Dream Act Application), the Financial Aid Office at Palomar College may be able to perform a Dependency Override to make you an independent student for financial aid purposes. Also, if you are considered provisionally Independent after you filled out your FAFSA, we will need a Dependency Override form submitted so we can confirm your status.<\/p>\n<p>The following are examples of circumstances that may considered for a Dependency Override:<\/p>\n<ul>\n<li>An abusive family environment<\/li>\n<li>Abandonment and\/or estrangement by parents<\/li>\n<li>Incarceration or institutionalization of both parents<\/li>\n<li>Parents cannot be located<\/li>\n<\/ul>\n<p>The following circumstances would\u00a0<strong><u>NOT<\/u><\/strong>\u00a0be considered for a Dependency Override:<\/p>\n<ul>\n<li>Parents refusal to contribute to the student's education<\/li>\n<li>Parents unwillingness to provide information on the FAFSA or CADAA or for verification<\/li>\n<li>Parents do not claim the student as a dependent for income tax purposes<\/li>\n<li>Student demonstrates total self-sufficiency<\/li>\n<\/ul>\n<p>If you would like the Financial Aid Office to review your unusual circumstances to see if a Dependency Override would be appropriate, you can locate the form below.<\/p>\n<h4><strong>2025\/2026 Dependency Override Forms (Fall 2025, Spring 2026, Summer 2026)\u00a0<\/strong><\/h4>\n<h3><a class=\"button\" href=\"https:\/\/www.palomar.edu\/fa\/wp-content\/uploads\/sites\/63\/2025\/04\/25-26-Paper-FAFSA.pdf\">2025\/2026 Paper FAFSA Form<\/a><\/h3>\n<h3><a class=\"button\" href=\"https:\/\/www.palomar.edu\/fa\/wp-content\/uploads\/sites\/63\/2025\/04\/2026_DepOver_Complete.pdf\">2025\/2026 Dependency Override Form<\/a><\/h3>\n<h4><strong>2026\/2027 Dependency Override Forms (Fall 2026, Spring 2027, Summer 2027)\u00a0<\/strong><\/h4>\n<h3><a class=\"button\" href=\"https:\/\/studentaid.gov\/sites\/default\/files\/2026-27-fafsa-form.pdf\">2026\/2027 Paper FAFSA Form<\/a><\/h3>\n<h3><a class=\"button\" href=\"https:\/\/www.palomar.edu\/fa\/wp-content\/uploads\/sites\/63\/2026\/03\/2027_DepOver_Complete.pdf\">2026\/2027 Dependency Override Form<\/a><\/h3>\n<hr \/>\n<h3>Unhoused\u00a0| Unaccompanied Youth<\/h3>\n<p>DOE (Department of Education), allows schools to exercise \u201cProfessional Judgment\u201d in determining a student\u2019s dependency status as it relates to unhoused and\/or unaccompanied youth.
