The following discussion took place at the October 25, 2017 meeting of the Human Resource Services Planning Council:

INFORMATION/DISCUSSION:

Purpose of the HRS Planning Council
Members shared their expectations for the purpose of the HRS Planning Council; its function beyond sharing information. There was an open discussion regarding the responsibilities of the Council, and members were asked to take time before the next meeting to think carefully about future goals that will improve the institution as a whole.

Staffing Plan
A draft of the Staffing Plan was created last year and presented at SPC. An overview of the (draft) Plan will be shared with HRSPC members at an upcoming meeting. Dr. Norman explained work is being done to expedite the hiring process for the new centers, including an internal transfer process. The intent is to have all the newly hired employees approved at the May Governing Board meeting.

Employee Recognition Programs
There was a brief discussion regarding planning for future employee recognition events. The group talked about possibly having one event for AA, CAST, and Classified staff members to make it more of a District-wide recognition program for all groups. Some employees may be interested in other options besides receiving a service pin for their years of service.

The following discussion took place at the November 10, 2016 meeting of the Human Resource Services Planning Council:

INFORMATION/DISCUSSION:

Strategic Plan 2019 – Action Plan Year 1 (Draft)
Shawna Cohen led committee members in a careful review of the draft objectives and project steps related to Goal #4 in the new Strategic Plan 2019, which is to maintain and support a diverse workforce.

Classification Study Implementation Update
Shawna Cohen reported implementation of the changes resulting from the Classification Study is almost complete. Memos were sent to classified staff (and their supervisors) whose positions were reviewed in the study informing them of their new classification titles and related position information as approved by the Governing Board. All the new classification specifications are now posted on the HRS website.

Recruitment Update
Shawna Cohen reported HRS is currently recruiting to fill vacated positions resulting from the SERP. Classified positions that were held up due to the Class Study are now being opened as well. As the District is now in stability funding, recruiting for faculty positions will be limited. HRS is also working toward filling all interim administrator positions. Recruitment for the position of Vice President, Human Resource Services, is scheduled to open a second time; interviews will be conducted in early Spring 2017.

  • Accreditation Steering Committee revision to meeting date

INFORMATION/DISCUSSION:

  • Discussion on the marketing RFP: deliverables, brand positioning, style guide, element and strategy recommendations, and timeline
  • Discussion on the direction the District will go in regards to enrollment, fiscal planning, staffing, outreach and retention, and strengthening our message to the community
  • Update on the Staffing Master Plan 2016-222

Human Resource Services Planning Council

The following discussion took place at the March 1, 2016 meeting of the Human Resource Services Planning Council.

INFORMATION/DISCUSSION:

  • Staffing Master Plan: Work continues on the new 6-year plan, connecting it to enrollment and budget while keeping it simple and flexible. It is anticipated that the first reading will be available for review at the March 15th HRSPC meeting.
  • HRS Program Review Plan: Work continues on the new 2-year plan.  HRSPC will have the opportunity to review it and provide input before finalization.
  • EEO Plan: The new EEO Plan is due this year and will consist of revisions to comply with new Title 5 regulations.
  • Classification Study Update: The District and the CCE will begin negotiations soon with regards to the implementation of the Classification Study.
  • AP 3570 – Smoking and/or Other Tobacco Use (Second Reading): HRSPC discussed the concept of issuing citations to violators and adding “vaping” to the list of prohibited forms of smoking on campus. There was a unanimous vote “yes” to add “vaping” to the list of prohibited forms of “smoking” and to implement fines for second and subsequent violations.

Human Resource Services Planning Council

The following discussion took place at the February 16, 2016 meeting of the Human Resource Services Planning Council.

INFORMATION/DISCUSSION:

  • Staffing Master Plan: HRS has reviewed the current staffing plan and identified some of the obstacles that have made the process virtually ineffective.  Working with various councils and committees, HRS plans to create a new 6-year sustainable staffing plan that provides managers better direction and flexibility in considering their staffing needs in an ever-changing environment.
  • EEO Plan: The Chancellor’s Office is changing the model for how community colleges receive EEO funds.  There will be new measures by which community colleges will be evaluated for future funding and we will be required to submit a report in June to identify how we met the measures.
  • Classification Study Update: Reward Strategy Group (RSG) has completed the classification study.  The District and CCE must negotiate before implementing any changes.

The following discussion took place at the December 1st, 2015 meeting of the Human Resources Services Planning Council:

INFORMATION/DISCUSSION:

  • Minutes from the November 3rd, 2015 meeting were approved with two abstentions.
  • Staffing Master Plan: Human Resource Analyst, Shawna Cohen, gave a PowerPoint presentation, Staffing Master Plan 2016-22: An Outline.

After the presentation, members discussed ways to improve the strategic staffing process.

  • EEO Plan: Human Resource Analyst, Shawna Cohen, reported the Chancellor’s Office is considering some changes that will affect the Palomar College EEO Plan.  New guidelines are expected within the 2015-16 fiscal year.

COMMITTEE REPORTS:

  • SPC: Interim Vice President, Mike Popielski, reported on the request made by Vice President Perez to add the Director of Enrollment Services to the Budget Committee.
  • TEAM LIFE: Suzanne Sebring reported on the various activities offered to all faculty and staff including Jazzercise classes, circuit training, Yoga, softball, a 5K run, cycling, and PD workshops on healthy eating and stress reduction.  She also reminded everyone that the Palomar College Fitness Center only charges employees $10/month to use the facility.

The following discussion took place at the November 3rd, 2015 meeting of the Human Resources Services Planning Council:

INFORMATION/DISCUSSION

  • Minutes from the October 6th meeting were approved with two abstentions.
  • Discussion on the Accreditation Self-Evaluation: Recommendation #5 which directs the College to create a Program Review Plan for Human Resource Services that includes the same level of detailed narrative and analyses as other college division programs.
  • Discussion on a new Onboarding Plan that will assimilate new employees to the Palomar College community and provide them with the tools and knowledge they need to become successful at their new job.
  • Discussion on the new model for the Staffing Master Plan.
  • Discussion on Strategic Plan 2016 – Action Plan Year Three and the plan to allocate 75% of FY15-16 SPPF funds to a major project and the remaining 25% to other projects.

The following discussion took place at the October 6th, 2015 meeting of the Human Resources Services Planning Council:

INFORMATION/DISCUSSION:

  • VP Popielski reported the recruitment for 23 new FT Faculty positions and 2 new FT Counselor positions for 2016-17 were approved at the last Instructional Planning Council meeting.
  • VP Popielski reported we should receive a report soon from the Chancellor’s Office that will give us the Faculty Obligation Number (FON).  Once we have this information, we will know how many more FT faculty positions may be required.
  • VP Popielski reported the number of positions that have been filled since the SERP and discussed succession planning.

Administrative/CAST Positions:

  • VP Popielski talked about the need to start planning for staffing the North and South Centers.
  • There was a discussion about the importance of maintaining a safe and healthy work environment with fewer employees to do the actual work.
  • HR Analyst, Shawna Cohen, provided an update on the current Staffing Plan which is in its 6th and final year and talked about planning for the next Staffing Plan.
  • VP Popielski reported on a discussion at the Strategic Planning Council about the plan for a common web portal (Comet Information Exchange) where information from the various Council and committee meetings can be shared.
  • VP Popielski reported the date of the annual Unity in Diversity event will be on Thursday, April 14, 2016 and it is hosted by the EEO Advisory Committee.
  • HR Analyst, Shawna Cohen, provided information about the many activities offered by Team Life.

The following action and discussion took place at the May 5, 2015 meeting of the Strategic Planning Council:

ACTION/SECOND READING:

  • MS (Titus/Sourbeer):  Approval of Staffing Master Plan Year 5 Update.  The motion carried.
  • MS (Sourbeer/Sebring):  Approval of Institution-Set Targets for IEPI.  The motion carried.

INFORMATION/DISCUSSION:

  • The Compressed Calendar Model was discussed
  • A STEM Title V Grant in partnership with CSUSM was discussed
  • The Strategic Plan 2016 – End of Year Progress Report on Year Two was reviewed
  • Michelle Barton led members in a formative evaluation of the program review and planning process
  • Strategic Plan 2016 Year 3 Goals and Objectives were discussed and agreed upon.  A draft Strategic Plan 2016 Year 3 Goals and Objectives will be reviewed at the August SPC meeting.
  • Berta Cuaron reported that the District submitted factual corrections to the draft report from the Accreditation Site-Visit Team
  • Kendyl Magnuson provided an enrollment update
