Human Resource Services Planning Council

The following discussion took place at the October 4, 2016 meeting of the Human Resource Services Planning Council:

INFORMATION/DISCUSSION:

• Orientation
Michelle Barton presented an overview of the Palomar College Governance Structure, including information about the Strategic Plan and the various Plans that support it. She discussed the three HR-related objectives that are currently included in Strategic Plan 2019. Also reviewed were the eight (8) accreditation recommendations.

• Governance Structure/Staff Training & Development
Kelly Falcone provided an update on the progress of merging the Staff Training & Development Committee with the Professional Development Committee. There was a discussion about the reporting relationship this new committee might have.

• Unassigned Part-time Faculty Pools
Christine Winterle provided information about a new program to form part-time faculty pools. The pools will be formed to provide departments with vetted part-time faculty who are ready to fill last-minute teaching assignments or to substitute.

• New HRSPC Meeting Time
After some discussion, the committee agreed to move the HRSPC meetings to the 2nd and 4th Thursdays from 2:00 to 3:00 pm.

Human Resource Services Planning Council (HRSPC)

HRSPC (9/20/16)

The following discussion took place at the September 20, 2016 meeting of the Human Resource Services Planning Council:

INFORMATION/DISCUSSION:

  • Orientation
    Michelle Barton presented an overview of the Palomar College Governance Structure, explaining the value of participatory (shared) governance, participation, and communication.  She provided information regarding the Comet Information Exchange (CIE), a website where summaries from all Palomar College planning councils and numerous committee meetings are represented, making it easier for people to get information about the campus’ shared governance.  She reported an Accreditation Team follow-up site visit is expected in mid-October.
  • Staff Training and Development Committee Discussion
    Kelly Falcone reported Assembly Bill 2558, passed in September 2014, established the Community College Professional Development Program and funding  will be allocated to community college districts that provide professional development opportunities for both faculty and staff.  An adjustment is needed to the Palomar College Governance Structure so a new committee can be formed and a Human Development Resource Plan can be developed.  The Staff Training & Development Committee and      Professional Development Committee will likely be merged to create this new committee.  (There was some discussion about representation on the new committee.)  New Software will need to be identified and tested.
  • Classified Unit Classification Study
    Shawna Cohen reported the Class Study was officially approved at the September 13th Governing Board meeting.  HR is in the process of notifying classified employees with information about new classifications, titles, and salaries.
  • EEO Funds Allocation for 2016-2017
    Shawna Cohen reported Palomar Community College is one of 55 districts that provided the Chancellor’s Office with an EEO Funding Allocation report that will result in the funding of $60,000 to be used towards EEO initiatives. An electronic copy of the report will be provided to committee  members.
  • EEO Plan Review
    Shawna Cohen reported the Palomar College EEO Plan 2016 went through a first-ever peer review process.  While there were a few suggested improvements, the review team appointed by the Chancellor’s Office found the Plan to be exemplary, one of the best in the state, and a model for other districts.  An electronic copy of the review will be provided to committee members.
  • Other
    The new compressed calendar has created some scheduling conflicts, resulting in the need to find a new day and time for the regularly scheduled meetings of the HRS Planning Council.  Committee members were asked to bring their calendars and suggestions to the next meeting.Full meeting minutes, once approved, can be found at the Human Resource Services Planning Council Website: http://www2.palomar.edu/pages/hrspc/

Student Services Planning Council

The following action and discussion took place at the May 11, 2016 meeting of the Student Services Planning Council:

MINUTES:

  • Approval of Minutes for April 27, 2016:

MSC – (DiMaggio/Meyers): The minutes for April 27, 2016 were approved and accepted into the record with abstentions from April Cunningham, Judy Harris and Ryan Williams.

INFORMATION/DISCUSSION ITEMS:                                                              

  1. Student Services District Board Policies and Administrative

Procedures:

Acting VPSS Brian Stockert discussed the Student Services Board Policies and Administrative Procedures that are currently being prioritized and reviewed at the VPSS Cabinet.  Council members were asked to review any BP/AP that pertain to their area and bring feedback to the next SSPC meeting on August 24, 2016.

  1. Add Manager of Outreach to SSPC Membership

Acting VPSS Brian Stockert discussed adding the Manager of Outreach to the SSPC to support a direct reporting relationship for the Recruitment and Retention committee.  This will brought back as a First Reading to the next SSPC meeting on August 24, 2016.

COMMITTEE REPORTS:                                                                                              

  1. Academic Review Committee – Dr. Kendyl Magnuson reported that the “W” process is currently being reviewed.
  2. Behavioral Health & Campus Wellness Committee – Lori Meyers reported that their next meeting is scheduled for May 12, 2016.
  3. Campus Police Committee – No report.
  4. Registration Committee – No report.
  5. Scholarship Committee – Dr. Kendyl Magnuson reported they are finalizing awards.
  6. Student Program Eligibility Appeals Committee – Dr. Kendyl Magnuson reported this committee is officially charged with reviewing the BOGW appeals.

OTHER BUSINESS:

  1. Acting VPSS, Brian Stockert gave an update on personnel hires:
    • Finalists were selected for the Superintendent/President and the forums will be held on May 18, 2016 in the Howard Brubeck Theatre.
    • Second level interviews are being held for four Counselor positions.
    • The position for the Outreach Manager has closed and they are in the process of reviewing applications.
    • The Director of Financial Aid position has closed and they are reviewing applications.
    • Kendyl Magnuson has been reclassified to Senior Director, Enrollment Services effective July 1, 2016.
    • Debbie King has been reclassified to Director of Foundation Operations effective July 1, 2016.
  2. Commencement will be held on Friday, May 20, 2016 at 5:00 p.m. on the Football Field.
  3. Jamie Moss reported they will be recruiting new Student Ambassadors as many will be graduating.

  • SSPC Council Membership:

There was discussion regarding the membership composition of SSPC.

Motion:  MS (O’Brien/Titus):  A motion was made to approve proposed changes to the current SSPC membership.

Result:  Motion unanimously did not carry.

INFORMATION/DISCUSSION ITEMS

  1. Speech:  Time, Place and Manner:                                                                         

Acting VPSS, Brian Stockert reported there has been discussion in various campus settings regarding the district-wide Administrative Policy 3900 (AP 3900) Speech: Time, Place and Manner.

  1. Student Services District Board Policies and Administrative Procedures Review:

Acting VPSS, Brian Stockert reported the VPSS Cabinet has been reviewing the Student Services District Board Policies and Administrative Procedures.  The proposed revisions will be brought to SSPC for review and input before being presented to the Policies and Procedures Committee.

COMMITTEE REPORTS

  1. Academic Review Committee – Dr. Kendyl Magnuson reported that this committee has been reconsidering how the petitions for retroactive withdrawals from classes are reviewed.
  1. Behavioral Health & Campus Wellness Committee – Acting VPSS Brian Stockert reported that a needs assessment for a Behavioral Intervention Team is being reviewed.
  1. Campus Police Committee – Chief Mark DiMaggio reported that students have requested signage be posted regarding no vaping on campus.
  1. Student Program Eligibility Appeals Committee – Kendyl Magnuson reported that this committee has met to formalize the petitions for the BOGW waiver loss.

OHER BUSINESS

  • Chief DiMaggio introduced Chris Moore, our new Police Sergeant.

Student Success and Equity Council

The following action and discussion took place at the April 22, 2016 meeting of the Student Success and Equity Council:

MINUTES

  • Approval of Minutes for April 8, 2016:

MSC – (Sivert/Barton): The minutes for April 8, 2016 were approved and accepted into the record with an abstention from Veronica Aguilera.

INFORMATION/DISCUSSION:

  • Wendy Nelson and Katy Farrell reported on the Integrating Cultural Competency into Instruction, Assignments and Assessment Workshop held on April 15-16, 2016 at San Diego City College.
  • The proposed SSEC schedule for AY 2016-17 was discussed.  There was a suggestion to add a meeting on November 18, 2016 since there will be no other meeting dates in November 2016 due to scheduled holidays.
  • Olga Diaz led the discussion on the SSEC activity for summer 2016.  There was a consensus among the Council to hold one, four-hour meeting in mid-July 2016.
  • The books Redesigning America’s Community Colleges – A Clearer Path to Student Success were handed out to Council members and there was consensus among the Council to have the first two chapters read by August 26, 2016.
  • Workgroups – Confer and Report Out:
  • Access & Outreach – Nancy Moreno reported that they are developing an institutional mission statement for the Veteran’s department.
  • Retention – Nancy Moreno reported that they are planning workshops for the Week of Welcome (WOW) which will be held August 15 – 18, 2016.
  • Student Pathways – Acting Dean of Counseling Services, Dr. Glyn Bongolan reported they are defining the vision and goal for the pathway project.  They will be sharing this information with the campus and presenting it at Plenary in the fall 2016.

Interim Superintendent/President Adrian Gonzales led the discussion on adding the Manager of Orientation and Follow-up Services to the SSEC membership.  Members were encouraged to discuss this with their constituent groups and it will be brought back for Second Reading at the next SSEC meeting on April 22, 2016.

  1. Draft Evaluation Rubric for SSEC Funding Requests:

Interim Superintend/President Adrian Gonzales discussed the rubric with the Council.  Suggestions were made to align the funding request with the rubric, test it and bring it back for a Second Reading.

OTHER BUSINESS

  • Workgroup Membership Schedule for AY 2016-17:

There was discussion on the SSEC meeting schedule for the new academic term aligning with the new compressed calendar.    

  • Michelle Barton reminded the Council of her suggestions to have members collectively read the book: Redesigning America’s Community Colleges – A Clearer Path to Student Success and discuss at future Council meetings in the fall of 2016.  Olga will purchase a supply of the book to distribute to the Council.)

INFORMATION/DISCUSSION:

  • Kristyn Lewko and Tracie Sayre gave a presentation on the electronic degree audit.  Testing is underway for this online, automated system.
  • Wendy Nelson gave a report on an equity session she attended during the ASCCC – 2016 Accreditation Institute conference held February 19-20, 2016.
  • Olga Diaz reported on the following:
    • Upcoming conference opportunities
    • SSSP and Student Equity budget reports for 2014-15
    • Faculty advising
    • Region X Equity Week activities on March 7 – 11, 2016
  • Cindy Anfinson presented a rubric for the SSEC funding requests.
  • The Retention Workgroup requested the Manager of Orientation and Follow-up Services have a seat on this Council.
  • The SSEC Workgroups met and reported the following:
    •  Student Pathways – Michelle Barton reported that they are discussing guided student career pathways.  She requested the Council begin reading the book: Redesigning America’s Community Colleges – A Clearer Path to Student Success and discuss their thoughts on it at the Council meetings.  Olga will purchase a supply of the book to distribute to the Council.
    •  Access & Outreach – Dr. Jack Kahn reported they will be researching strategies our campus community has implemented to support Veteran students and will begin to identify an institutional mission for this student group.
    •  Retention – Nancy Moreno reported they are planning workshops for the Week of Welcome (WOW), which will be held August 15-18, 2016.

  • Approval of Minutes for February 10, 2016:

ACTION ITEMS/FIRST READING:

  • Dr. Kendyl Magnuson presented a Governance Structure Group Request to add a Recruitment and Retention Committee reporting to SSPC.  There was discussion on the membership and role of the committee.  Dr. Magnuson will update the request to include the Council’s suggestions.

INFORMATION/DISCUSSION:

  • Rosie Antonecchia reviewed the Career Center PRP.
  • Dr. Lisa Romain reviewed the Counseling–Non-Instructional and Instructional PRP’s.
  • Acting VP of Student Services, Brian Stockert asked the Council to review the SSPC membership suggestions and bring feedback to the next meeting on March 9, 2016.

COMMITTEE REPORTS:

  • Behavioral Health & Campus Wellness Committee – Acting VP of Student Services reported our Behavioral Health Counselors have been assisting many students.  The committee is implementing a Behavioral Response Team and is in need of more VAWA advocates.

OHER BUSINESS:

  • Interim Superintendent/President Gonzales discussed the plans underway for remodeling the Library to serve as the Student Services One-Stop Center.  New plans will be created with an integrated design to focus on service delivery.
