IPC (2/28/18)

Vice President for Instruction, Dr. Jack S. Kahn called the meeting to order at 2:35 p.m.

  • Announcements
    • IPC Timeline reminders – VPI Kahn reported that the college will be reviewing our Educational Master Plan. A plan update meeting will most likely be scheduled during our next IPC meeting on March 14, 2018.
    • Lunch with Palomar – VPI Kahn reported that he met with leaders at SMUSD and discussed working more collaboratively to benefit our current and future students. We will be planning a “Lunch with Palomar” once a month at San Marcos High School and Mission Hills High School.
    • March industry event – South Center – VPI Kahn announced that he has been working with connecting faculty to industry and an event will be held at the Cork and Craft in Rancho Bernardo on March 22, 2018.
    • Budget Development – VPI Kahn reported that he will be asking the Deans to work with Department Chairs to review any areas within their budgets that have a history of being unspent prior to the budget development process. There was discussion around the budget development procedures.
    • FT2 Courses – VPI Kahn announced that new spring 2018 FT2 courses are now being marketed.
    • Educational Master Plan committee – VPI Kahn announced that the Educational Master Plan committee is in need of two IPC faculty members. Barb Kelber and Dr. Glyn Bongolan volunteered to serve on this committee.
  • Approve minutes – February 14, 2018 – MSC – (Bongolan/Kelber):  The minutes for February 14, 2018 were approved and accepted into the record with an abstention from Katy Farrell and Ellen Weller.
  • IPC Membership – Action Item/First Reading (IV.A.3) – VPI Kahn requested that we move this item to Second Reading. MSC – (Bongolan/Kelber) – Motion to move IPC Membership – Action Item/First Reading to Action Item/Second Reading.  Motion carried with an abstention from Ellen Weller.

  • Book Club – Redesigning America’s Community Colleges – Chapter 2 – Guiding Students – Topics discussed were:
    • Orientation and Registration
    • Performance-based funding and making the orientation process easier for our students
    • College success skills classes having a short-term impact on students
    • Instruction supporting Counseling and understanding the Education Plan
    • Offering a PD workshop on the 10 components that need to be touched in the Orientation process and the SSSP process
  • VPI Rubric– Attachment B – VPI Kahn asked the Council to review the rubric and bring any suggestions to the next IPC meeting.
  • Gainful Employment Certificates (I.A.3) – Richard Loucks reported that the letters for the review of the 35 programs went out last week to Department Chairs and Deans with a March 15, 2018 deadline.
  • Waitlists Workgroup – Update – Kelly Falcone reported that there is an issue with students enrolling in a class before those on a wait list. If the class starts, there are students on the wait list and someone in the class drops, a new student is able to add the class during the beginning phase of the class when no permission code is needed to add.  She advised that we change that setting to reflect that if someone drops, a person on the waitlist can enroll.  Kelly Falcone and Dr. Barbara Kelber will meet with Dr. Magnuson to address this and report back to IPC.
  • Allocation Workgroup – VPI Kahn reported that he is putting together an Allocation Workgroup that will assist the Schedule Planning team by discussing ways to improve the process and be more collaborative. Barbara Kelber and Susan Snow volunteered to serve on this workgroup.
  • FON – Faculty Hiring (III.A.7)
    • Process to hire outside faculty – VPI Kahn recommended that IPC create a process to hire faculty from outside current disciplines. Our current process is set up so that people are advocating for faculty within existing areas.  There was a recommendation to provide some rationale and review the policy.
  • Standing Reports
    • Accreditation – VPI Kahn reported that we are working on our Mid-Term report and a Substantive Change for the North Center.
    • Enrollment – VPI Kahn reported that our enrollment is currently flat.
    • 3SP/SE/NC3SP/BSI
      • Dean Sivert reported that BSI is holding their second Partners in Learning meeting today, February 28, 2018 with local high schools. There will be one representative from CSUSM and a group of about 35 at the meeting.
      • Glyn Bongolan reported that they are restructuring the Workgroups in SSEC and discussing Guided Pathways.
    • LOC – Katy Farrell reported that they are working with Najib Manea to link Learning Outcomes into Canvas. They are also working with ACCJC recommendations and reports around student learning course outcomes and objectives.  She asked the Council to update information in TracDat.
    • CTEE – Dean Fritch reported that a Strong Workforce workshop was held on Monday, February 26, 2018 to apply for Perkins funds. Perkins applications are due by March 15, 2018.
    • PD – Dr. Kelly Falcone reported that the Equal Opportunity Hiring Committee Training is this week and there are still spots available.
    • CSUSM ADTs – VPI Kahn reported that he will be attending a CSUSM ADT discussion this Friday, March 2, 2018.
    • IRP – David Vazquez reported that IRP is currently conducting a CCSSE survey and a separate faculty survey.

IPC (2/14/18)

  • Announcements
    • Guided Pathways Self-Assessment Tool draft and plan update (I.B.4)https://www2.palomar.edu/pages/instruction/guided-pathways/ – VPI Kahn reminded the Council that the Guided Pathways plan has been sent out to all the Councils and to Faculty Senate.
    • March industry event – South Center – VPI Kahn announced that he has been working with connecting faculty to industry around the south center. An event will be held at the Cork and Craft in Rancho Bernardo on March 22, 2018 to support this effort.
  • Comments from Constituencies – Jose Briceño reported that he received lot of feedback around the Resource Allocation requests, mainly from others who wanted to work collaboratively on the form. Kelly Falcone created a template Google document for the Resource Allocation requests, as a way for people to first work collaboratively before inputting their information into the form.
  • Approve minutes – January 31, 2018 – MSC – (Bongolan/DeSimone):  The minutes for January 31, 2018 were approved and accepted into the record with an abstention from Michelle Barton.
  • IPC Membership Discussion (IV.A.3) –Add Members:
    • Classified member (additional) – VPI Kahn reported that CCE is asking for an additional Classified member to serve on IPC.
      • MSC – (Sivert/Sebring): Motion to modify the Classified member to be identified as one from Student Services, appointed by CCE/AFT.

      • MSC – (DeSimone/Bongolan): Motion to add a Classified member from Student Services, appointed by CCE/AFT.

  • Book Club – Redesigning America’s Community Colleges – Chapter 1 – The Council discussed Chapter 1 – Redesigning College Programs. Topics discussed were:

    • Guided Pathways
    • Meta Majors
  • Resource Allocation Process (I.B.6) – VPI Kahn reported that Department Chairs will be reviewing the Resource Allocation requests prior to the Deans.
  • Accreditation Training (I.C.12) – VPI Kahn reported that there was Accreditation Training today from 12:30 – 2:30 p.m. in AA-140. He advised there may be more trainings in the future.
  • Review Faculty Prioritization Timeline – VPI Kahn reviewed the Rational for Full-Time Faculty Positions 2018-19 with the Council, which can be found here: https://www.tinyurl.com/pal-ft-rationale
  • Gainful Employment Certificates (I.A.3) – Richard Loucks reported that we have approximately 35 programs that in aggregate have given out 4 or less certificates between 2012-2016 and we are determining whether these programs should be deactivated. A program review and deactivation memo was sent out to IPC on February 13, 2018.  Richard asked that any feedback from departments be sent to him by March 8, 2018 to make the changes before the catalog is sent out.  The Instructional Program Deactivation form is to be filled out for programs that are ready to be deactivated now.  The form will then go to Curriculum Committee, to Faculty Senate and lastly to the Governing Board.
  • Waitlists Workgroup – Update – VPI Kahn asked that Dr. Kelly Falcone and Dr. Barb Kelber meet one more time before the end of the spring 2018 semester.
  • For Spring 2018 semester:
    • PRP Presentation to Campus – VPI Kahn reported that the faculty at President Blake’s previous institution presented their PRP’s to their campus. He surveyed the Council to see if this was something our faculty would be interested in.  There was a suggestion to create a “blast session” or “poster session” with each PRP having a 5-minute limit.  There was a general consensus to create the presentation.
    • Materials fee process – VPI Kahn reported that Richard Loucks is working on improving the material fee form. He added that the material fee approval process goes through the Department Chair and then to the Dean.
  • FON – Faculty Hiring (III.A.7)
    • Process to hire outside faculty – VPI Kahn reported that our current process is set up to hire faculty that are already employed at Palomar College, but not new faculty in new disciplines.
  • Standing Reports  –
    • Accreditation – Michelle Barton reported that IRP launched the mid-term report writing process. The Annual report is coming up in March 2018.
    • Enrollment – VPI Kahn reported that we are currently down .1% under spring 2017.
    • 3SP/SE/NC3SP/BSI – Dean Sivert reported that the Basic Skills committee will be meeting tomorrow, February 15, 2018.
    • PD – Kelly Falcone reported that the PD Portal is back up and running.

IPC (1/31/18)

  • Announcements
    • New Members – The new Dean of Social and Behavioral Sciences, Dr. Pearl Ly was introduced by the new Dean of Arts, Media and Business Administration, Justin Smiley.

    • Faculty hires – VPI Kahn announced all of the new Faculty hires, those that are posted online and those that will be posted soon.
    • Guided Pathways Self-Assessment Tool draft and plan update (I.B.4) – VPI Kahn announced that the Guided Pathways draft plan was sent out as Information to IPC, SSPC and SSEC today – January 31, 2018. It will go as First Reading to Faculty Senate on February 5, 2018 and to SPC on February 6, 2018.
    • March industry event – South Center – VPI Kahn announced that an event will be held at Cork and Craft in Rancho Bernardo on March 22, 2018 in an effort to connect our faculty with folks in the industries around the south center.
    • NOHEs – VPI Kahn announced that all NOHEs need prior approval before the work begins.
    • Upgrade to our CurricUNET system – Cheryl Kearse announced that Palomar College will be upgrading our CurricUNET software this spring.
  • Approve minutes – December 13, 2017 – MSC – (Bongolan/Kelber):  The minutes for December 13, 2017 were approved and accepted into the record with an abstention from Susan Snow.
  • North/South Center presentation – VPI Kahn gave a presentation on the North and South Centers. The Dual Enrollment work we have been doing was acknowledged.  There was discussion around the online programs and ensuring there is faculty input as the partnerships are created.  The possibility of University Centers was discussed.
  • New Instructional Program Approval process (II.A.1) (Attachment A) – VPI Kahn reviewed the Instructional Program Approval process that is already in place.
  • Book Club – Redesigning America’s Community Colleges – (Attachment B) – Dr. Kelly Falcone discussed the Book Club timeline. She suggested that the Council read the book together and discuss it at IPC meetings throughout the spring 2018 semester.  There is also a Workshop Series available through PD for the spring 2018 and sign-ups are available at the PD website:  http://www2.palomar.edu/pages/pd
  • Resource Allocation Process (I.B.6)
    • Review Timeline – VPI Kahn reviewed the updated IPC timeline with the Council.
    • Review Resource Allocation form VPI Kahn reviewed the online Resource Allocation form: https://docs.google.com/forms/d/e/1FAIpQLSeRmfeHLzixe0Cj4oT_qL51Mf1ATSujQKmuNubzp6Oc4b7i3A/viewform  There was discussion among the Council around the new Facilities and Technology questions added to the form.  VPI Kahn advised that he will contact IS regarding the process and report their suggestions back to the Council at the next meeting on February 14, 2018.
  • Funding Update – VPI Kahn reported that the Instructional Services Division has approximately $120,000.00 this fiscal year to allocate out for the Program Review and Resource requests.
  • Review Faculty Prioritization Timeline – VP Kahn reported that we have a new process for the Faculty Prioritization Requests that will be completed online.
  • Gainful Employment Certificates (I.A.3) – Richard Loucks reported that Palomar College has a deactivation policy on our Curriculum website: http://www2.palomar.edu/pages/curriculum/files/2012/11/Process-for-Deactivation-of-an-Instructional-Program-Approved.pdf.  He reported that we have approximately 35 programs that over the last 4 years (2012-16) in aggregate have given out about 68 certificates (4 or less certificates awarded) or 2 each and none of these programs are being identified as “at risk”.  He handed out an At-Risk Instructional Program Evaluation form to deactivate programs to begin that discussion and process of evaluating at-risk instructional programs.  Richard reported that he will make the changes to the form and bring it back to the next IPC meeting on February 14, 2018.  There was consensus among the Council that the 35 programs will be sent out to the Deans to discuss with their Department Chairs and they will bring feedback to IPC on February 14, 2018.
  • PRP Feedback – VPI Kahn led the discussion regarding the PRP informal comments placed in the columns of the PRP forms on the Google documents, asking if they should be left or taken off when the final documents are forward to IRP. There was discussion among the Council on the value of the comments to the writer.   There was consensus among the Council to remove the comments on the final document, but leaving them on the Google document.
    • Overall – VPI Kahn reported that there are some PRPs that are in need of changes and/or improvement. He asked the Council if the departments should be given more time to make the changes or redo their PRP next year.  There was consensus among the Council to give departments more time to revise their PRPs.
  • Standing Reports
    • CTEE – Dean Fritch reported that they hired Monique Lineback, Assistant Professor, Nursing (Simulation Coordinator) in Nursing Education and Ashley Wolter, Assistant Professor, Welding in Trade & Industry for spring 2018. Barb Kelber reported that the Transitions programs had a productive visit to Vista Detention Facility.
    • SLO – Katy Farrell reported that the SLOAC coordinators are planning for the ACCJC Annual Report which is due in March 2018. She advised that we need to continue to demonstrate ongoing assessment and encouraged the Council to input results, reflections and assessments into TracDat.

 

IPC (12/13/17)

The following discussion and action took place at the December 13, 2017 meeting of the Instructional Planning Council:

Director, Occupational and Noncredit Programs, Suzanne Sebring called the meeting to order at 2:33 p.m.

  • Approve minutes – November 29, 2017 – MSC – (Fritch/Smiley):  The minutes for November 29, 2017 were approved and accepted into the record with an abstention from Mark Bealo.
  • Second Reading – Integrated Draft plan – Olga Diaz presented the Council with an updated Integrated Draft plan with minimal updates to the text; most of the updates were in regards to the budget.  MSC – (Fritch/Bongolan): The Integrated Draft plan was approved.  All were in favor. https://www2.palomar.edu/pages/sse/files/2017/12/Palomar-Integrated-Plan-DRAFT_12112017.pdf
  • FON – Faculty Hiring (III.A.7)
    • Process to hire outside faculty – The College is currently in the process of hiring the first six faculty from last year’s priority list.
  • Guided Pathways Self-Assessment Tool draft and plan update (I.B.4) – The Guided Pathways Self-Assessment Tool was approved by the Governing Board and will be submitted to the State. There is a team comprised of five faculty members, the Senate President, the VPI and additional members who will be moving forward with the work on the Self-Assessment tool.
  • Gainful Employment Certificates (I.A.3) – Richard Loucks presented data showing that 109 programs have awarded less than 15 certificates in the last four year period and then proposed a program development template for evaluation of programs that have not historically been pursued by students or have not been offered in a number of years. Richard then asked for feedback from the Council to improve the template.
  • IPC Membership – Action Item/Second Reading (IV.A.3) – Add Members: PD Coordinator – MSC – (Bealo/Fritch): To add PD Coordinator to the IPC membership. All were in favor.

  • IPC Processes (I.B.5) (I.B.9)
    • Reminder of due dates – The due date for PRPs December 13, 2017. Kelly Falcone recommended that all comments left in the PRPs be included in the feedback box in the bottom. The Council also suggested that faculty be informed of the IPC reviewer feedback in order to make revisions prior to review of the VPI.
  • For spring 2018 semester – PRP forms to include proposed classes and new programs pre-curriculum.  A workgroup will be establish for the spring to look into the process of proposing courses and programs through the PRP.
  • Standing Reports
    • Accreditation – The Substantive Change Proposal for the South Education Center will be presented to the Governing Board for review in January 2018, followed by submission to ACCJC.
    • 3SP/SE/NC3SP/BSI – The Basic Skills Learning Partnership was attended by local high school teachers and faculty from CSUSM and Palomar College who shared instructional strategies. Two additional workshops are schedule for the spring to identify why students are coming into college unprepared.
    • CTEE – The first meeting of the Career Education Committee took place last week and the next meeting will be held on February 8th. Mark Bealo informed the Council that he may not be able to continue as the faculty CTEE liaison because the position does not come with release time or funding.
    • PD – Final Plenary agenda will be sent out on Friday for the January 25th Also have other workshops that will be sent out as well. Leadership academy January 10th-12th, Workshops for hiring in January and March.

  • Announcements
    • Katy Farrell requested that the Council input their SLO’s into TracDat.
    • Suzanne Sebring reported that the Restorative Justice Workgroup is working on offering college courses at the Vista Jail and requested that any faculty members interesting in teaching to please contact her at x3758.
  • Approve minutes – October 25, 2017 – MSC – (Fritch/Smiley):  The minutes for October 25, 2017 were approved and accepted into the record with abstentions from Michelle Barton and Katy Farrell.
  • Approve minutes – November 8, 2017 – MSC – (Fritch/Bongolan):  The minutes for November 8, 2017 were approved and accepted into the record with abstentions from Monica Galindo and Suzanne Sebring.
  • Guided Pathways Self-Assessment Tool draft and plan update (I.B.4) – VP Kahn presented the following two videos from the California Community Colleges Guided Pathways website: http://cccgp.cccco.edu/About-Guided-Pathways  He reported that he has been working with VP Gonzales, Glyn Bongolan, Patrick O’Brien, Travis Ritt, Kelly Falcone, Wendy Nelson, Dean Kailikole, Rachel Miller, Michelle Barton, and Ben Mudgett, to complete the Guided Pathways Self-Assessment.  The group will work with faculty to develop a Guided Pathway plan which is due in March 2018.
  • Gainful Employment Certificates (I.A.3) – Richard Loucks reported he has been working with Glyn Bongolan and Mark Bealo to review our certificate data. He handed out a document which showed Certificate Awards given out over a four-year period, between 2012-16:
    • 109 (66.1%) less than 15 awards
    • 41 (24.8%) 15 – 45 awards
    • 15 (9.1%) 46+ awards
  • IPC Processes (I.B.5) (I.B.9)
    • Group analysis of PRPs – Kelly Falcone led the Council to break into their PRP comprehensive review groups and log into their Google drive accounts on laptops provided to ensure they had access to the correct PRPs they were set to review.
    • Reminder of due dates – VP Kahn reminded the Council of the PRP timeline.
    • Google drive for processes (Faculty rationale)
  • SEM Plan – Michelle Barton reported that the Strategic Enrollment Management (SEM) Task Force and Advisory Committee has been working on developing a Strategic Enrollment Plan. She handed out a draft SEM plan and asked the Council for feedback.
  • IPC Membership Discussion (IV.A.3) – Add Members: Professional Development (PD) Coordinator – VP Kahn led the discussion on adding the PD Coordinator as a member to IPC:
    • Motion to move this Discussion Item to a First Reading/Action Item:  MSC – (Farrell/Sebring) – Council members will bring this First Reading/Action Item out to their constituent groups and bring feedback to the meeting on December 13, 2017.  This item will also come back as a Second Reading/Action Item on that same day.

IPC (11/8/17)

The following discussion and action took place at the November 8, 2017 meeting of the Instructional Planning Council:

Vice President for Instruction, Jack S. Kahn, Ph.D. called the meeting to order at 2:35 p.m.

  • Announcements
    • Mark Bealo reported that members of the National Science Foundation grant team attended the Advanced Technological Education (ATE) conference in Washington D.C. on October 23 – 25, 2017. He and one other member also had a booth at the Commercial UAV Expo conference in Las Vegas on October 24 – 26, 2017.
    • Jim Odom, Manager, Educational Television is the new AA representative on IPC.
  • Comments from Constituencies
    • Barb Kelber reported that she appreciated the opportunity to discuss class scheduling at the Chairs & Directors meeting on November 3, 2017.
  • Second Reading – Career Education Committee (Formerly Perkins Planning and Advisory Committee) (IV.A.3) – VP Kahn reported that the intent of this committee is to tie the Perkins and Strong Workforce considerations to IPC for the purpose of providing feedback. The group was approved with amendments.

  • South Education Center Substantive Change Accreditation Draft – Michelle Barton reported that the draft is currently going through the governance process. She advised that ACCJC has streamlined their process with the report now being more compact and concise.  The purpose of the report is for ACCJC to ensure our processes are in place for the South Education center to be successful.
  • Guided Pathways Self-Assessment (I.B.4) – VP Kahn reported that he has been working with VP Gonzales, Glyn Bongolan, Patrick O’Brien, Travis Ritt, Kelly Falcone, Wendy Nelson, Dean Kailikole, Rachel Miller, Michelle Barton, and Ben Mudgett, to complete the Guided Pathways Self-Assessment. The purpose of the self-assessment is to rate ourselves as a college and then the group will work to develop a Guided Pathway plan which is due in March 2018.

  • Waitlists Workgroup – Update –There was discussion on continuing to roll the waitlist until midnight the night before the classes start or moving it up to stop rolling two days before classes start. A recommendation was made for Enrollment Services to execute the batch process until two days before classes start instead of five days before classes start.  All were in favor.

IPC (10/25/17)

The following discussion and action took place at the October 25, 2017 meeting of the Instructional Planning Council:

Dean Sivert called the meeting to order at 2:31 p.m.

  • Announcements:
    • NOHE Notice – Dean Sivert reported we are requesting that people receive approval from Instructional Services for NOHE’s prior to the work being completed.
    • Instructional printing changes – Fiscal Services sent out a memo to all Deans regarding a new account number for direct instruction costs related to printing. The Memo should be shared with all Divisions and Departments and will also be forwarded to IPC.
  • Comments from Constituencies – Acting Dean Justin Smiley reported that the Theater of the Absurd’s Rhinoceros opens on December 1, 2017.
  • First Reading – Integrated Draft for Review – Olga Diaz presented a draft of the BSI/SSSP/NCSSSP/SE plan. The funding allocation is currently pending and the new date that the plan is due to the Chancellor’s Office is on 1/31/18.  Olga asked that the Council review the draft and send her any feedback prior to the Second Reading.  The Second Reading will come to IPC on December 13, 2017.  The link to this living document will be sent out to the Council. 
  • First Reading – Career Education Committee (Formerly Perkins Planning and Advisory Committee) (IV.A.2) – Associate Dean Nichol Roe reviewed the suggested additional Governance Structure form for adding the Career Education Committee that would report to IPC.  The following recommendations were made:
    • All faculty to be appointed by Faculty Senate
    • Specify the “Representative, Special Populations”
    • Add ASG representative
    • Change “Informational” to “Information” Services Director (or designee)
    • Change all titles under members to reflect the official titles for the college
    • Change title on first line under Role from Instructional Services Office to Instructional Services
  • South Education Center Substantive Change Accreditation Draft – Dean Sivert reported that this draft is in its final stages. It will be going to the Accreditation Steering Committee on Friday, October 27, 2017 and then to SPC on Tuesday, November 7, 2017.
  • Waitlists Workgroup – Update – Barb Kelber reported that the workgroup met with and received input from students who were pleased that we are working on updating our waitlist process.
  • PRP (I.B.5) (I.B.9)
    • Department – Dean Sivert reported that each department may produce a department PRP, but are not required to.
  • Auditing a Course – Update (Seth San Juan) (II.A.1) – Seth San Juan reported that this was discussed at Senate a couple of weeks ago and their recommendation was that having a student audit a class is up to the discretion of the instructors.
  • Scheduling Tool and Process – Dean Sivert reported that the Summer 2018 scheduling tool development and process team included members from IRP (Michelle Barton and David Vazquez), Counseling (P.J. DeMaris), Evaluations (Rick Herren), Education Centers (Tom Medel and Ryan Williams), Instructional Deans and the VPI. The schedule planning tool provides us with information regarding fill rates from last summer.
  • FON – Faculty Hiring (III.A.7)
    • Process to hire outside faculty – Dean Sivert asked for discussion around what our process is for hiring part-time or full-time faculty to teach in a program that does not yet exist, such as Culinary. Barb Kelber reported there is language in BP 7120 and AP 7120 around faculty hiring stating that it originates from a department.
  • Certificates Workgroup (I.A.3) – Richard Loucks reported that the workgroup met a week and a half ago. They received a report with information about our certificates and programs over the last three years from IRP.  They are continuing to do more research and will bring more feedback to the next IPC meeting on November 8, 2017.

The following discussion and action took place at the October 11, 2017 meeting of the Instructional Planning Council:

Vice President for Instruction, Jack S. Kahn, Ph.D. called the meeting to order at 2:32 p.m.

  • Announcements:
    • Marketing Update – Laura Gropen, Director of Communications, Marketing, and Public Affairs reported that our new brand is called “Palomar Powered”. She reported that her department has been working with Creative Services to effectively develop templates for the campus to be able to support this brand.  Laura also reported that her department oversees and/or develops marketing for billboards (3), digital campaigns, bus ads (50-88), class schedules, catalogs, community events, 3 Minutes of News and Palomar News.  She can be contacted at 760-744-1150 x2152 with any questions.
    • Need faculty member from IPC to serve on SSEC – VP Kahn announced that we need a faculty member from IPC to serve on SSEC and Susan Snow volunteered.
    • VP Kahn introduced Justin Smiley as the Acting Dean of Social and Behavioral Sciences.
  • Comments from Constituencies – Barb Kelber reported that she, Glyn Bongolan, Dean Sivert and Gary Sosa attended the Dual Enrollment conference on 9/27/17. They will be putting together summaries of their workshop experience to share with the Council.
  • Approve minutes – September 27, 2017 MSC – (Farrell/Smiley): The minutes for September 27, 2017 were approved and accepted into the record.
  • First Reading – Add Apprenticeship Faculty and Associate Dean of Workforce & Extended Studies to IPC (IV.A.2) – VP Kahn suggested we move to Second Reading/Action Item and vote on this item.  There was a suggestion on the Apprenticeship faculty being appointed by the CTEE Division.
    • Motion to move item to a Second Reading/Action Item:  MSC: (Miyamoto/Bealo)
    • Motion was made to add Associate Dean of Workforce Development & Extended Studies and Apprenticeship faculty representative appointed by the CTEE Division; motion carried unanimously. 
  • Waitlists Workgroup – Kelly Falcone reported that our waitlist is currently run manually as a “batch” process at midnight and stops running 5 days before a class starts. Another option is a “trigger” process that would automatically enroll a student once a position in a class open up.  Kelly will research both the batch and trigger options, look into models other colleges use around waitlists and come back to next IPC meeting on 10/25/17 with more information.
  • PRP (I.B.5) (I.B.9)
    • Department – VP Kahn surveyed the Council regarding the need for department PRPs to be completed for another reason besides the purpose of resource allocation. He suggested the following:
      1. All departments can do a PRP.
      2. The departments that want to a PRP can do one
      3. Departments do not complete a PRP, but at Resource Allocation time, fill out a Resource Allocation form.

  • Faculty Prioritization – This typically happens in the spring.
  • Resource Allocation – This typically happens in the spring.
  • Block Grant update – VP Kahn reported we will not be receiving Block Grant funds this year.
  • Quirky web issue (Sivert) – Dean Sivert reported there was an issue on the IRP website that was fixed using the refresh button.
  • Staffing requests­ – The new VPHR will be putting together a staffing plan.
  • Guided Pathways – VP Kahn reported that he and Michelle Barton, Glyn Bongolan, Adrian Gonzales, Rachel Miller and Benjamin Mudgett have been working on a draft for a Guided Pathways Self-Assessment that is major initiative by the state. The draft is our own view of where we are with Guided Pathways at Palomar College.  We are looking at how we are creating accessibility for middle and high school students by the use of meta-majors.
  • Strong Workforce & Perkins Membership – Update (IV.A.3) – Nichol Roe reported we have been discussing creating a committee for Strong Workforce by combining it with the current Perkins Planning and Advisory Committee to form a new committee that reports to IPC. She would like to recommend this new committee meet twice a semester, with two additional meetings for Strong Workforce and Perkins proposal discussions for a total of six meetings per year.  It was suggested to add the following:
    • Instructional Dean
    • Information Services Director (or designee)
    • Facilities Director (or designee)
    • IRP Director (or designee)
    • Enrollment Services Director (or designee)

VP Kahn asked that Nichol bring a proposal to the next IPC meeting stating how this committee and their meetings will integrate into the IPC process.  This item will be brought back as a First Reading/Action Item at the next IPC meeting on 10/25/17.

  • Standing Reports
    • Accreditation – VP Kahn reported that we are finishing our substantive change report for the South Education Center.
