{"id":512,"date":"2016-04-21T13:16:27","date_gmt":"2016-04-21T20:16:27","guid":{"rendered":"http:\/\/www.palomar.edu\/pages\/businessservices\/?page_id=512"},"modified":"2026-04-01T09:55:25","modified_gmt":"2026-04-01T16:55:25","slug":"about-contract-services","status":"publish","type":"page","link":"https:\/\/www.palomar.edu\/businessservices\/about-contract-services\/","title":{"rendered":"About Contract Services"},"content":{"rendered":"<p>The Contracts Office at Palomar College provides contract services to the District, including a wide variety of contracts (construction, public works, consulting, services, etc.).<\/p>\n<p><strong>PROCEDURE TO PROCESS AGREEMENTS\/CONTRACTS\u00a0<\/strong><\/p>\n<p>For a visual overview of the process, please see the <a href=\"https:\/\/www.palomar.edu\/businessservices\/wp-content\/uploads\/sites\/38\/2026\/04\/Contracts-Process-Flowchart-04.01.26-1.pdf\">Contract Process Flowchart<\/a>.<\/p>\n<ol>\n<li>Complete the <a href=\"https:\/\/www.palomar.edu\/businessservices\/wp-content\/uploads\/sites\/38\/2023\/03\/Contract-Review-Approval-Form-2023r.pdf\">Contract Review and Approval Form<\/a> completely and obtain internal Department signatures (do not copy Contracts at this point).\n<ul>\n<li>Additional information may be found in the <a href=\"https:\/\/www.palomar.edu\/businessservices\/faqs-contracts\/\">Contracts FAQs<\/a> and <a href=\"https:\/\/www.palomar.edu\/businessservices\/contracts-forms\/\">Contracts Forms.<\/a><\/li>\n<\/ul>\n<\/li>\n<li>Submit the completed and <strong>signed<\/strong> Contract Review and Approval Form, and attach <u>as a separate pdf file<\/u> the proposed contract\/agreement or backup documentation, to\u00a0 <a href=\"mailto:Contracts@palomar.edu\">Contracts@palomar.edu<\/a> for review and processing.<\/li>\n<li>Provide the authorized signers email address for the countersignature along with the Form and contract.<\/li>\n<li>The office of Contract Services will facilitate final contract language and prepares contract documents for electronic signature and route to District official signatory for approval.<\/li>\n<li>Once the contract has been approved by the District\u2019s authorized signatory and counter-signed by the Vendor\/Contractor, Contracts will return an electronic copy of the fully executed contract to you via automated signature through AdobeSign.<\/li>\n<li>If there is a cost associated with the contract, once the fully executed contract is received, the department will enter a Purchase Requisition.<\/li>\n<li>Once the Requisition has been fully approved by all parties on the approval chain, it is assigned to a Buyer and sourced into a PO.\u00a0 The PO will be sent to the vendor with the Department copied.\n<ul>\n<li><strong>Do NOT <\/strong><strong>process requisition until you are in receipt of a fully executed contract.\u00a0 This must be attached to your requisition as backup. <\/strong><\/li>\n<li>Do not engage a contractor\u2019s services until a Purchase Order has been processed.<\/li>\n<\/ul>\n<\/li>\n<\/ol>\n<h3 style=\"text-align: justify\">Current Business Opportunities:<\/h3>\n<p style=\"text-align: justify\"><b><u>Bids, RFPs and RFQs<\/u> &#8212;\u00a0 <\/b>Please go to the District&#8217;s <a href=\"https:\/\/pbsystem.planetbids.com\/portal\/57150\/portal-home\">PlanetBids portal<\/a> to see our <strong>current<\/strong> list of bid, RFQ, and RFP opportunities.\u00a0 This list includes open and closed projects for general business and Proposition M project related opportunities.<\/p>\n<p style=\"text-align: justify\"><b><u>Proposition M<\/u> &#8212;<\/b>\u00a0 For information related to this proposition and related business opportunities for vendors, please go to the <a href=\"https:\/\/www.palomar.edu\/propm\/\" name=\"PropM\">Proposition M<\/a> web page.<\/p>\n<p style=\"text-align: justify\">For information regarding some of the rules and regulations governing purchases made at Palomar College, please go to the attached document that describes general information related to\u00a0&#8220;<a href=\"https:\/\/www.palomar.edu\/businessservices\/wp-content\/uploads\/sites\/38\/2016\/04\/Doing-Business-with-Palomar-1.pdf\" rel=\"\">Doing Business with Palomar College<\/a>&#8221; whether for General Funds or Proposition M related work.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>The Contracts Office at Palomar College provides contract services to the District, including a wide variety of contracts (construction, public works, consulting, services, etc.).
