(PCC 20118.3)<\/p>\n<p>Perishable foodstuffs and seasonal commodities (PCC 20660; Ed. Code 38083)<\/p>\n<p>Surplus federal property, (Ed. Code 17602) Energy service and conservation contracts (Gov. Code 4217.12, 15814.10 et seq.) Purchase through other public agency (Ed. No contractor or subcontractor may be awarded a contract for a public works project (Awarded on or after April 1, 2015) unless registered with the DIR per California Labor Code section 1725.5;<\/li>\n<li>Complete the District\u2019s on-line Application each calendar year by logging on to the Contract Services\u2019 webpage:<br \/><a href=\"https:\/\/www.palomar.edu\/businessservices\/business-opportunities\/\">https:\/\/www.palomar.edu\/businessservices\/business-opportunities\/<\/a><\/li>\n<\/ul>\n<p style=\"text-align: justify\">Questions may be directed to Contract Services (<a href=\"mailto:contracts@palomar.edu\">contracts@palomar.edu<\/a>) by contacting Allen Young, Contracts Administrator at 760-744-1150, ext. 2697.<\/p>\n<h3 style=\"text-align: justify\"><strong>Public Works Agreements (PWA) Process\/Procedures<\/strong><\/h3>\n<p style=\"text-align: justify\"><strong><u>Projects from $0 &#8211; $24,999.99<\/u><\/strong><\/p>\n<p style=\"text-align: justify\">For all jobs from zero ($0.00) to twenty-five thousand dollars ($24,999.99), the Palomar Community College District shall utilize the following procedures.<\/p>\n<ol>\n<li>The Department will have the discretion to select, from the CUPCCAA prequalified contractors list, any contractor they deem to be in the best interest of the District and have a written quote submitted form such contractor;<\/li>\n<li>Upon selection of the contractor and submission of their quote, submit a completed and signed Contract Review and Approval Form along with the quote to the <strong><u>Contracts office<\/u><\/strong>.<\/li>\n<\/ol>\n<p style=\"padding-left: 40px\">Include the following in your e-mail with your quote\/form:<\/p>\n<p style=\"padding-left: 80px\">a) The Contractor shall contact: Name &amp; Title of District contact_______________.<\/p>\n<p style=\"padding-left: 80px\">b) Districts contact telephone number\/extension: _______________.<\/p>\n<p style=\"padding-left: 80px\">c)\u00a0 Districts contact email address: ___________________________.<\/p>\n<p style=\"padding-left: 80px\">d) Contractors State License number: _____________________.<\/p>\n<p style=\"padding-left: 80px\">e) Contractors DIR Registration number: _________________________.<\/p>\n<p style=\"padding-left: 80px\">f) \u00a0 Estimated Start Date: MM\/DD\/YR: ________________________________;<\/p>\n<p style=\"padding-left: 80px\">g) Estimated Completion Date: MM\/DD\/YR: __________________________.<\/p>\n<p>3. Once the agreement, bonds and insurance requirements are received, the Contract Services office will obtain the District\u2019s signatory, process a Notice to Proceed, return a copy of the executed agreement with the Notice to Proceed to the Contractor, and will copy the Department\u2019s contact;<\/li>\n<li>The Department will then submit to Purchasing a requisition and attach the fully executed \u201cPublic Works Agreement for Projects between $25,000 &#8211; $75,000\u201d;<\/li>\n<li>Purchasing will then process the requisition into a purchase order.<\/li>\n<\/ol>\n<p style=\"text-align: justify\"><strong><u>Projects from $75,000.01 &#8211; $220,000<\/u><\/strong><\/p>\n<p style=\"text-align: justify\">For all jobs above seventy-five thousand dollars ($75,000) up to two hundred twenty thousand dollars ($220,000), the Palomar Community College District shall utilize the following CUPCCAA \u201cinformal bidding\u201d procedures.<\/p>\n<ol>\n<li>The Department will create all Special Conditions, determine if a mandatory pre-bid job walk is needed and gather all plans and specifications for submission to the Contract Services Office along with a completed bid worksheet (which can be found at: <a href=\"https:\/\/www.palomar.edu\/businessservices\/contracts-forms\/\">https:\/\/www.palomar.edu\/businessservices\/contracts-forms\/<\/a>).<\/li>\n<\/ol>\n<p>Questions may be directed to Contract Services by contacting Allen Young, Contracts Administrator at 760-744-1150, ext. 2697 or Debbi Claypool, Senior Contracts Administrator at ext. 2129 or e-mail: <a href=\"mailto:Contracts@palomar.edu\">Contracts@palomar.edu<\/a><\/p>\n<p>2.\u00a0 The Contract Services Office will issue a notice to all pre-qualified contractors inviting them to provide quotes by the specified date and times as follows:<\/p>\n<ul>\n<li style=\"list-style-type: none\">\n<ul>\n<li>Only those CUPCCAA prequalified contractors within the applicable trades will be notified,<\/li>\n<li>All projects will be assigned a \u201cCUPCCAA Job Number\u201d that is unique to that project,<\/li>\n<li>The lowest responsive\/responsible bidder shall be awarded the job by the District,<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n<ol style=\"text-align: justify\" start=\"4\">\n<li>Upon award, the Contract Services office will send the following to the Contractor:\n<ul>\n<li>\u201cPublic Works Agreement for Projects between $75,000 and $220,000\u201d,<\/li>\n<li>Performance and Payment Bonds<\/li>\n<li>Insurance Requirements;<\/li>\n<\/ul>\n<\/li>\n<li>Once all required documents (the agreement, bonds and insurance certificate with endorsements) are received by the Contract Services office, Contracts will obtain the District\u2019s signatory, process a Notice to Proceed and return a copy of the executed agreement with the Notice to Proceed to the Contractor and will copy the Department\u2019s contact;<\/li>\n<li>The Department will then submit to Purchasing a requisition and attach the fully executed \u201cPublic Works Agreement for Projects between $75,000 &#8211; $220,000\u201d;<\/li>\n<li>Purchasing will then process the requisition into a purchase order.<\/li>\n<\/ol>\n<p style=\"text-align: justify\"><strong><u>Projects greater than $220,000<\/u><\/strong><\/p>\n<p>Unless otherwise allowed by law, for all projects of two hundred twenty thousand dollars ($220,000) and over, the Palomar Community College District shall use the Formal Bidding process as specified in the California Education Code and Public Contract Code.\u00a0 Please complete the bid worksheet (which can be found at: <a href=\"https:\/\/www.palomar.edu\/businessservices\/contracts-forms\/\">https:\/\/www.palomar.edu\/businessservices\/contracts-forms\/<\/a>) and submit to the Contracts Office with all Special Conditions, Specifications, and Plans.<\/p>\n<p>If you have any questions, please contact Debbi Claypool, Sr. Contracts Administrator, ext. 2129 or e-mail: <a href=\"mailto:Contracts@palomar.edu\">Contracts@palomar.edu<\/a><\/p>\n<p style=\"text-align: justify\"><strong>Splitting projects\/bids to avoid bonding or the formal bidding process is not permitted.<\/strong><\/p>\n<p style=\"text-align: justify\"><strong><u>Proposition M Projects:\u00a0 $250,000.00+<\/u><\/strong><\/p>\n<p style=\"text-align: justify\">The Palomar Community College District has implemented a pre-qualification process to ensure the Contractors bidding and performing work on Proposition \u201cM\u201d Construction Bond Program projects and other District projects are skilled, competent and capable contractors.
