{"id":46,"date":"2014-10-22T15:07:59","date_gmt":"2014-10-22T22:07:59","guid":{"rendered":"https:\/\/www.palomar.edu\/aa\/?page_id=46"},"modified":"2014-10-22T15:07:59","modified_gmt":"2014-10-22T22:07:59","slug":"constitution","status":"publish","type":"page","link":"https:\/\/www.palomar.edu\/aa\/constitution\/","title":{"rendered":"Constitution"},"content":{"rendered":"<p><strong>ADMINISTRATIVE ASSOCIATION<\/strong><br \/>\n<strong>PALOMAR<\/strong><strong>\u00a0COLLEGE<\/strong><\/p>\n<p>&nbsp;<\/p>\n<p><strong>\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0 ARTICLE I \u2013 NAME<\/strong><\/p>\n<p><strong>SECTION I<\/strong>\u00a0\u00a0\u00a0 The name of the association shall be the Administrative Association of Palomar College.<\/p>\n<p><strong>ARTICLE II \u2013 NAME<\/strong><\/p>\n<p><strong>SECTION II<\/strong>\u00a0\u00a0 The primary purposes of the Administrative Association shall be:<\/p>\n<p>A.\u00a0To support student learning, the Mission and Goals of the College and the Governing Board.<\/p>\n<p>B.\u00a0To provide a basis for representation on employment conditions and Shared Governance issues for its members.<\/p>\n<p>C. To recommend, meet and confer on issues related to its membership.<\/p>\n<p>D. To provide a formal channel of communication for management-level personnel.<\/p>\n<p>E. To open and maintain channels of communication among all employee groups.<\/p>\n<p>F. To implement and recommend policies by participating in Shared Governance activities.<\/p>\n<p><strong>ARTICLE III \u2013 MEMBERSHIP<\/strong><\/p>\n<p><strong>SECTION I<\/strong>\u00a0\u00a0\u00a0 Active members shall be all management-level personnel including educational administrators and classified administrators as approved by the Governing Board.<\/p>\n<p><strong>ARTICLE IV \u2013 MEETINGS<\/strong><\/p>\n<p><strong>SECTION I<\/strong>\u00a0\u00a0\u00a0 General meetings of the membership shall be held at least once during the Fall semester and once during the Spring semester of each academic year.<\/p>\n<p><strong>ARTICLE V \u2013 EXECUTIVE COUNCIL<\/strong><\/p>\n<p><strong>SECTION I<\/strong>\u00a0\u00a0\u00a0 The Executive Council shall be composed of a President, Immediate Past President, Vice President, Secretary, and one representative from each of the groups as listed in Article III, Section I.<\/p>\n<p><strong>SECTION II<\/strong>\u00a0\u00a0 The President, Vice President, and Secretary shall be elected by the membership at large by electronic ballot, submitted to the Executive Council.<\/p>\n<p><strong>SECTION III<\/strong>\u00a0 The representatives of the educational administrators and classified administrators shall be elected by their constituencies by electronic ballot, submitted to the Executive Council.<\/p>\n<p><strong>SECTION IV<\/strong>\u00a0Every year thereafter, every position, as it becomes available shall be for a period of two years.<\/p>\n<p><strong>SECTION V<\/strong>\u00a0 Provisions for special elections.\u00a0 If the President position becomes vacant, the Vice President will assume the position of President until the end of the term.\u00a0 If the Vice President or Secretary position becomes vacant more than two months prior to the May election, a special election will be held to fill the vacancy.<\/p>\n<p><strong>ARTICLE VI \u2013 COMMITTEE REPRESENTATIVES<\/strong><\/p>\n<p><strong>SECTION I<\/strong>\u00a0\u00a0\u00a0 Shared Governance Committees.<\/p>\n<p>The Executive Council shall select committee representatives from within the membership at large based on interest, expertise, and availability of the volunteers.<\/p>\n<p><strong>SECTION II<\/strong>\u00a0\u00a0 Administrative Task Forces or Working Groups.<\/p>\n<p>The President will appoint Association representatives on Administrative Task Forces or Working Groups, subject to ratification by the Executive Council.<\/p>\n<p><strong>SECTION III<\/strong>\u00a0 Administrative Association Task Forces or Working Groups.<\/p>\n<p>The Executive Council shall appoint Association Task Forces or Working Groups when necessary.<\/p>\n<p><strong>ARTICLE VII \u2013 OFFICERS\u2019 RESPONSIBILITIES<\/strong><\/p>\n<p><strong>SECTION I<\/strong>\u00a0\u00a0\u00a0 President.\u00a0 The President shall be the chief executive officer of the Association and chairperson of the Executive Council.<\/p>\n<p>The President is responsible for calling meetings as required to carry out the purposes of the Administrative Association.<\/p>\n<p>The President shall act at the direction of the Executive Council.<\/p>\n<p>The President shall represent the Administrative Association at the Strategic Planning Council meetings.<\/p>\n<p>The President shall represent the Administrative Association at Governing Board meetings.<\/p>\n<p><strong>SECTION II<\/strong>\u00a0\u00a0 Vice President.\u00a0 The Vice President shall assume the responsibility of the President in his\/her absence.<\/p>\n<p><strong>SECTION III<\/strong>\u00a0 Secretary.\u00a0 The Secretary shall be responsible for notifying members of meeting times and for maintaining records and coordinating communications for the Association.<\/p>\n<p><strong>\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0 ARTICLE VIII \u2013 AMENDMENTS<\/strong><\/p>\n<p><strong>SECTION I<\/strong>\u00a0\u00a0\u00a0 Amendments to the Constitution must be approved by a simple majority of the votes cast by the membership of the Administrative Association.<\/p>\n<p>&nbsp;<\/p>\n<p><strong>\u00a0AMENDMENT\u00a0I<\/strong><\/p>\n<p>The\u00a0Executive\u00a0Council\u00a0shall\u00a0determine\u00a0by\u00a0majority\u00a0vote\u00a0of\u00a0the\u00a0Council\u00a0to\u00a0grantEmeritus\u00a0status\u00a0to\u00a0an\u00a0administrator\u00a0upon\u00a0his\/her\u00a0retirement\u00a0from\u00a0PalomarCollege.<\/p>\n<p><strong>Section I<\/strong>\u00a0\u00a0An\u00a0Emeritus\u00a0Administrator\u00a0is\u00a0a\u00a0member\u00a0of\u00a0the\u00a0AdministrativeAssociation\u00a0who\u00a0is\u00a0granted\u00a0Emeritus\u00a0status\u00a0by\u00a0virtue\u00a0of his\/her\u00a0years\u00a0ofservice.\u00a0\u00a0\u00a0An\u00a0Emeritus\u00a0Administrator\u00a0has\u00a0no\u00a0voting\u00a0rights\u00a0within\u00a0theAdministrative\u00a0Association.<\/p>\n<p><strong>Section II\u00a0\u00a0<\/strong>The\u00a0Executive\u00a0Council\u00a0shall\u00a0develop\u00a0procedures\u00a0for\u00a0grantingEmeritus\u00a0status\u00a0and\u00a0benefits.\u00a0\u00a0Individual(s)\u00a0granted\u00a0Emeritus\u00a0Status\u00a0shallbe\u00a0honored\u00a0at\u00a0the\u00a0Annual\u00a0Retreat, announced to\u00a0the\u00a0Governing\u00a0Board,and\u00a0listed\u00a0in\u00a0the\u00a0College\u00a0Catalogue\u00a0by\u00a0name\u00a0under\u00a0<em>AdministrativeEmeriti<\/em><\/p>\n<p><strong>Section III\u00a0\u00a0<\/strong>The\u00a0Executive\u00a0Council\u00a0shall\u00a0use\u00a0the\u00a0following\u00a0criteria\u00a0indetermining\u00a0the\u00a0granting\u00a0of\u00a0Emeritus\u00a0status.\u00a0\u00a0The\u00a0administrator\u00a0servedat\u00a0least\u00a0twenty (20)\u00a0years\u00a0of\u00a0full-time\u00a0employment\u00a0at\u00a0Palomar\u00a0Collegeand\u00a0at\u00a0least\u00a0five (5)\u00a0of\u00a0those\u00a0years\u00a0as\u00a0an\u00a0administrator,\u00a0and\u00a0who\u00a0has\u00a0notbeen\u00a0granted\u00a0Faculty\u00a0Emeritus.<\/p>\n<p>Emeritus\u00a0status\u00a0may\u00a0be\u00a0granted\u00a0to\u00a0an\u00a0administrator,\u00a0upon\u00a0retiring,\u00a0withat\u00a0least\u00a0ten (10)\u00a0years\u00a0employment\u00a0at\u00a0Palomar\u00a0College as\u00a0anadministrator\u00a0and\u00a0meets\u00a0one\u00a0of\u00a0the\u00a0criteria\u00a0listed\u00a0below:<\/p>\n<p>a)\u00a0Served\u00a0on\u00a0the\u00a0Administrative\u00a0Association\u00a0Executive\u00a0Council\u00a0for\u00a0atleast\u00a0two\u00a0years<\/p>\n<p>b)\u00a0Represented the\u00a0Administrative\u00a0Association\u00a0in\u00a0one\u00a0or\u00a0more\u00a0Shared\u00a0 Governance\u00a0Committees\u00a0as\u00a0an\u00a0appointed representative\u00a0by\u00a0the\u00a0Executive\u00a0Council.<\/p>\n<p>c)\u00a0\u00a0Demonstrated\u00a0extraordinary\u00a0dedication\u00a0to\u00a0faculty,\u00a0staff\u00a0and\u00a0students.<\/p>\n<p>(Amendment
