Mandatory Participation and Commitments

The Palomar College Upward Bound program is designed to assist students with academic need and potential, to excel in high school and be fully prepared for college admissions at an institution of postsecondary education. Upward Bound is a federally-funded grant program and is driven and funded based on student/parent(s)/guardian(s) participation, student retention, student academic success, college admission and college graduation.  Therefore, Upward Bound is a 10 year commitment of both the student and the parent (s).
