Parking Policies and Procedures 
 
 

Beginning Fall 2010 there will be NO grace period for not displaying a valid parking permit. Citing will begin August 23, 2010 for failure to display a valid parking permit.  Daily Parking Permit Cost is $5.00.  Permit Machines are located in parking lots 3, 5, 9, 12, and the Escondido Center.

Parking policy: Any individual or group utilizing district facilities must be legally parked and properly displaying a valid parking permit as issued by the college. Exceptions shall be made for users that have completed and submitted an application for "Planned Event Parking Permits", and that have received approval by the Police Department. Any application for such events must be receive a minimum of three (3) weeks prior to the planned event date.

NOTE: The Palomar College Police Department is the only department authorized to issue vendor and/or visitor parking permits. Permits issued by any other department or entity are invalid.

Parking Permit Fees: Student parking permits may be purchased at the Cashier's Office on the San Marcos campus and at the Escondido Center and also may be purchased online. Permit prices are:

- Automobiles $40.00 (2009 rate)

- (BOG Waiver) BOGW Students $20.00 **

- Motorcycles $20.00 (2009 rate)

Student permits are valid only in designated general parking lots. Fees are subject to change without further notice.

** Only one discounted permit allowed per semester. In order to be eligible for the lower fee, BOGW students must show proof of BOGW status by providing a print out of their Financial Aid status form at the time the permit is purchased. If a regular permit is purchased and the student becomes BOGW eligible at a later date, there will be no refunds issued.

Parking Fee refunds are given only during the first two weeks of the semester. Parking permit and receipt must be returned with an "Application for Refund" to the Cashier's Office. Lost or Stolen permits will not be replaced by Palomar College. The loss of a permit must be reported to Campus Police and a temporary two week permit will be issued. 

Handicapped Parking

A student, staff, faculty or visitor pass issued by Campus Police must accompany a state handicapped identification (placard). Students with Disabled Students Services permits may park in any space not designated for "State Handicapped Permits." There are a limited number of reserved spaces in lots 5, 8, and 12 to accommodate the DRC (Disability Resource Center) permits.

Procedures: The Palomar College Police Department enforces parking regulations seven (7) days a week, 24 hours a day. 
Beginning Fall 2010 there will be NO grace period for not displaying a valid parking permit. Citing will begin August 23, 2010 for failure to display a valid parking permit.  As a result, all persons, parties parking on campus property must adhere to the respective procedures listed below.

- Students: A parking permit is required for the lawful parking of every registered vehicle on district property. All permits must be placed on the rearview mirror when parked or, if the vehicle is a convertible, a decal may be affixed to the right rear bumper or right rear view window and on the left front fork of motorcycles. Students must:

  • Purchase a valid semester parking permit or a daily parking pass from machines located in General Parking Lots 3, 5, 9, and 12 (San Marcos Campus); lot 1 (Escondido Center)

  • Legally park in a designated space within a General Parking Lot

  • Properly display, and adhere to all all conditions specified upon, the semester and/or daily parking pass

  • Students are not permitted to park in visitor spaces

- Non-Student Seasonal and Short Term Employees: All non-student seasonal and short-term employees may park in Faculty/Staff or General Parking Lots. Permits are issued at the Palomar College Police offices at the San Marcos campus. All vehicles must display a valid permit and be legally parked in a designated parking space.

- Staff and Faculty: All staff and faculty may park in designated Faculty/Staff Lots or in any General Parking Lot. Permits are issued at the Cashier's Office located at the San Marcos campus. All vehicles must display a valid permit and be legally parked in a designated parking space. Staff are not permitted to park in visitor spaces.

- Visitors: Visitors to the Palomar College San Marcos and Escondido Center campus' are required to:

  • Contact the Palomar College Police and obtain a no-cost visitor's pass

  • Display the pass in accordance with guidance/instructions

  • Park as directed by the Palomar College Police

- Other (Sponsored Events): Sponsors of Palomar College, and non-Palomar College*, events using district parking facilities must submit an "Application for Planned Event Parking Permits" form.

* NOTE: Non Palomar College events are billed on a per space basis. 

Planned Events Parking: The Planned Events Parking form is available at the Palomar Police Department office during normal business hours. The form is also available online in either a printable format or a web form submission available by clicking here. Event sponsors are required to comply with the following guidelines:

  • When 11 or more permits are required, submit the "Application for Planned Event Parking Permits" form at least three (3) weeks in advance of the planned event date 

NOTE: For events requiring 10 or fewer permits, contact the administrative staff at the Palomar College Police Department directly.

  • Pick-up all event parking permits from the Palomar College Police Department two (2) weeks prior to the event. This will provide adequate time for the sponsor to distribute parking passes in advance of the event date

  • Sponsors will notify all attendees of the approved parking lot(s)

NOTE: Sponsors who fail to notify their respective attendees shall be responsible for advising all attendees that a daily parking permit must be purchased. Daily parking permit may be purchased from machines located in Student Parking Lots 3, 5, 9, and 12 (San Marcos campus); and Lot 1 (Escondido campus).  Daily Parking Permit cost is $5.00.

  • Sponsors of regularly scheduled events (athletic events, performing arts productions, etc.) may process one application per semester, per activity. A schedule of the respective event(s) must be attached to the form.

Citations: The Palomar College Police Department is responsible for the enforcement of Campus Parking Regulations. Citations issued by the Police Department possess a legal status equal to absentee parking citations issued by other law enforcement agencies in California. The Police Department is empowered to issue parking citations under the following sections: 

- 21113 (c) CVC 

The fine (bail) is payable within 21 calendar days at the Cashier’s office or by mail with a check or money order; the citation number and date must accompany any bail deposit. After 21 days, unpaid citations are sent to a processing center. A delinquent notice is then sent to the registered owner of the vehicle and the DMV is notified. Citations not paid before the notice due date incur a late fee that is equal to the amount of the original citation. If the citation remains outstanding, a hold is placed on the vehicle at the DMV and the registered owner will not be permitted to register the vehicle until the respective citation, including any additional penalties/fees, is paid in full. Current citation fees are available by calling the Campus Police Department.

- Appealing a Citation 

Citations received may be appealed by completing and submitting a citation appeal form prior to the deadline specified on the citation. The appeal process typically takes three to five weeks and includes:

  • First level appeal by Administrative Review

  • The result of the review sent via US Mail to the appellants address

  • The citation will not be processed until after the final decision

If the request for an appeal is denied, you may challenge the administrative review and request a second level hearing. Additional information regarding the second level hearing (Neutral Examination of Parking Citation) can be obtained at the main campus Police Department office.

Campus Police will dismiss one citation per calendar year for “failure to display” a permit as long as you had a valid permit at the time of the citation and were parked in the correct parking lot with the correct permit. You must come to the Campus Police office by the date at the bottom of the citation with your California driver’s license, your citation and your permit.
