Objective 1: Organizational Culture - Celebrating Learning in an Intentionally Coherent Culture (CLICC)
The Objective: "Palomar College will cultivate an organizational culture in which policies, programs, practices, and personnel support learning as the major priority."
Outcome 1: Palomar College will conduct thorough assessments of its organizational culture and determine features that support or hinder the move to become a more learning-centered institution.
Outcome 2: College leaders, both academic and administrative, will symbolically and substantively demonstrate support of learning-centered initiatives.
Outcome 3: Palomar College will revise its academic policies and practices (e.g., late registration, admission deadlines, attendance, probation and suspension) to reflect priorities placed on learning.
Outcome 4: Palomar College will create decision-making structures to ensure involvement of all key stakeholders.
Outcome 5: Palomar College will create plans and implement practices to involve all appropriate stakeholders in facilitating learning.
Outcome 6: Palomar College will revise the language in all appropriate documents (e.g., mission statements, program descriptions, job descriptions) to reflect the emphasis on learning.
Objective 2 - Staff Recruitment & Development
The Objective: “Each of the 12 colleges will create or expand (a) recruitment and hiring programs to ensure that new staff and faculty are learning centered and (b) professional development programs that prepare all staff and faculty to become more effective facilitators of learning.”
Outcome 1: Staff Recruiting Procedures Reflect Priorities on Learning-Centered Education.

Objective 3: Technology
The Objective: "Each of the 12 colleges will use information technology primarily to improve and expand student learning."
Outcome 1: Colleges will conduct thorough assessments of their current use of information technology and the extent to which technology is used to support learning-centered activities.
Outcome 2: Colleges will use information technology to enhance a sense of community by creating programs that encourage collaboration and connectivity for students, faculty, and staff.
Outcome 3. Colleges will create and expand opportunities for asynchronous learning through information technology.
Outcome 4. Colleges will use information technology to improve and expand their services to students in such areas as admissions, advising, financial aid, orientation, registration, assessment, placement, and progress monitoring.
Outcome 5. Colleges will experiment with technology-enhanced stand-alone options for learning that can be utilized by students with no assistance from college staff.
Objective 4: Learning Outcomes
The Objective: “Each of the 12 colleges will agree on learning outcomes for a core program of the college’s choice, on strategies to improve learning outcomes, on assessment processes to measure the acquisition of learning outcomes, and on means for documenting achievement of outcomes.”
Outcome 1: Inventory of Programs Indicating Use and Effectiveness of Learning Outcomes
Outcome 2: Framework for Learning Outcomes for Palomar College
Outcome 3: Establish Appropriate Assessment Processes in the Core Skills for feedback on student learning and institutional performance.
Outcome 4: Outcome-Based Process Applied to at Least One of the Following Program Areas: Developmental Education, General Education, or 21st Century Learning Outcomes.
Outcome 5: Accommodate different learning styles within the curriculum and its learning activities.
Outcome 6: Accommodate the different rates at which students learn through a variety of means to make schooling more efficient for them.
Outcome 7: The learning facility (e.g., a room) should match the learning style or method used (e.g., if group collaborative work, then a facility with round tables and chairs rather than fixed auditorium style seating).
Outcome 8: Improve student academic and career planning within the classroom setting.
Objective 5: Promoting Student Success Particularly for Underprepared Students
The Objective: Each of the 12 colleges will create or expand learning-centered programs and strategies to ensure the success of underprepared students.
Outcome 1: Increase the impact of Student Assessment, Academic Advising, Orientation, Student Support Services, faculty involvement and internship programs on student success rates.
Outcome 2: Focus curriculum development for promoting student success.
Outcome 3: Offer staff development programs that foster the exchange of ideas about ways to improve retention and success rates particularly for underprepared students.
Outcome 4: Expand promotion of counseling and student support services for a wider campus awareness.
