PARTNERSHIP FOR EXCELLENCE (PFE)
Partnership for Excellence is a mutual commitment by the
State of California and the California Community College
system to expand significantly the contribution of the
community colleges to the social and economic success of
California. Starting in 1998-99
districts have been required to report data for each of the
five performance outcomes to the Chancellor’s Office.
Between 1998-99 to 2005-06, the
CCC’s were expected to contribute toward meeting statewide
goals. These
goals included: increasing the number of students who
transfer from community colleges to baccalaureate
institutions, showing annual improvement in the number of
degrees and certificates, and measuring improvement
in successful course completion, workforce development, and
basic skills improvement. Since 1998-99 districts have been
required to report data for each of the five performance
outcomes to the Chancellor’s Office, Legislature and
Governor. Progress was made on all five goals for 2001-02
and the system met or exceeded interim targets in transfers,
workforce development course completions, and basic skills
improvement. However, targets were not met for successful
course completions or for degrees and certificates. Progress
to improve these goals and subgoals continues to be sought
and measured under the ARCC initiative (Accountability at the Community Colleges
