ACCOUNTABILITY & STUDENT OUTCOMES
AT PALOMAR COLLEGE

Accountability Reporting for California Community Colleges (ARCC)
The California Community Colleges Chancellors Office developed the current Accountability Reporting for the Community Colleges (ARCC) report in response to AB 1417 which required college-level accountability for the state's community colleges. The report evaluates six critical measures of student outcome performance.

  • Evidence of completions and transfers

  • Evidence of achieving a unit threshold to transfer

  • Rate of persistence from Fall to Fall

  • Rate of completion of vocational coursework

  • Rate of completion of basic skill-level coursework

  • Rate of improvement in study of basic skill-level coursework

The report generated each year will contribute to improved instruction and related programs for students and will benefit policy makers by detailing many of the critical contributions that the California Community Colleges have made in recent years and provide the State Legislature and the Governor’s Office with an ongoing cost-effective structure across the state for measuring performance improvement. The report will also impact each community college at the local level. For instance, it will equip the Palomar community with data to address local policy discussions and decision-making that will ultimately benefit Palomar students.

2006-2007 ARCC Reports

The Partnership for Excellence (PFE) was a mutual commitment by the State of California and the California Community Colleges system to significantly expand the contribution of the community colleges to the social and economic success of California. PFE was implemented 1998-2005 and structured in phases, with substantial financial investment by the State in exchange for a credible commitment from the System to specific student and performance outcomes. The PFE initiative represents the State of California and the California Community Colleges first attempt at producing accountability reports and measures for the CCC system. The PFE was replaced with a college-level accountability system, the Accountability Reporting for the Community Colleges (ARCC).For historical information on background and measures including PFE, please visit the following site: http://www.cccco.edu/SystemOffice/Divisions/TechResearchInfo

Federally-Mandated Report for Community Colleges Completion & Transfer Rates

Student Right-to-Know (SRTK) refers to a Federally-mandated public disclosure of a college's completion rate and transfer rate. These rates are based on a cohort of first-time freshmen entering during a fall term and who are enrolled full-time and are degree-seeking. For further information and Palomar's rates, please visit   http://www.cccco.edu/SystemOffice/Divisions/
