September		Review IR plans, timeline, and feedback with SPC and request input for objectives of review (SPC adopts Annual Implementation Plan at this meeting)
September		IRC meets to discuss, review and approve forms and process
September		SPC provides input on objectives to IRC
		Meet with Planning Councils to present IR orientation and request input

March		IRC gathers feedback from participants in focus groups
April		IRC evaluates process, reviews feedback, submits report to SPC
