Constitution

I. Name
San Diego Region Library Association

II. Objectives
A. To provide in-service-education by having meetings and gatherings with speakers, discussion groups, panel discussion groups, etc.
B. To keep members and interested parties informed on State, Local, and Federal programs, and activities in the area of Librarianship.
C. To open communications between members of CLA, ALA, and other appropriate organizations.
D. To publish a quarterly newsletter.
E. To improve the status of librarians and paraprofessionals in the library field.
F. To improve library services.
G. To support scholarship funds.
H. To support appropriate library fundraising efforts.
I. To recruit new professionals and paraprofessionals to the library field.
J. To provide opportunity for social gatherings of librarians, paraprofessionals, and others interested in the library field.

III. Members
People who are interested in Libraries and Librarianship pay annual dues of $15.00 based on the January through December calendar year.

IV. Board
The Executive Board shall consist of the Officers and the immediate Past President.

V. Officers
The following officials are selected for a one year period. Appointments are made at the end of the previous calendar year by the Vice President/President Elect with input from the President.
A. President
Gives overall direction and leadership; presides over general and Executive Board meetings.
B. Vice President/President Elect
Serves as Leader in absence of the President; keeps minutes in absence of the secretary.
C. Past President
Serves on the Executive Board; provides continuity but abstains from voting.
D. Secretary
Keeps minutes of Executive Board meetings; in charge of all correspondence; serves as Paliamentarian.
E. Treasurer
In charge of all financial matters.
F. Program Committee
Coordinates programs by following through with suggestions provided by Executive Board members; prepares press releases and fliers, and circulates them as needed; gives Newsletter Editor the final details in a timely manner for publication.
G. Newsletter Editor/Publisher
Edits and publishes quarterly newsletter.
H. Newsletter Correspondent
Researches library information (local jobs, programs, and articles of interest.)
I. Membership Chair
Maintains membership records and membership brochures.
J. Job Line Coordinator
Collects and submits job announcements to Newsletter Editor/Publisher; keeps ongoing file of applicants and refers them to appropriate contacts/institutions; informs membership about this service by submitting articles to Newsletter Editor/Publisher.
K. Regional Representatives
Responsible for membership within their area and information dissemination (SDCL, SDPL, North County, South County, Academic, School, Special, and Students.)
L. Archivist
Maintains archives.

XV. Ad-Hoc Committees
Special committees to be appointed by the Executive Board as deemed necessary (e.g. Scholarship Committee.)

XVI. Meetings
A. At least one general membership meeting will be held each year.
B. The Executive Board will meet as needed to maintain Association Constitution and plan for Association programs.

XVII. Order
Parlimentary Procedures shall be that of Robert's Rules of Order, Newly Revised.

XVII. This constitution can be amended by a majority action of the Executive Board. Dues may also be amended by a majority action of the Executive Board. Any member may bring to the attention of the Executive Board a request for a change in the Constitution.
