Network and Telecommunications User Policy
The Palomar Community College District encourages all members of the college community to take full advantage of the administrative and educational activities made available for collaboration, research, management, and student learning by the appropriate use of information technology. Information technology includes fax, telephone, intra/Internet networks, voice/video conferencing facilities, and other networking/telecommunications resources of the District. It is the policy of the District not to monitor electronic transmissions for content except when required to do so in the normal course of business, in a criminal investigation, in response to a lawfully issued subpoena or valid court order, or when specific written permission to do so is granted by the Superintendent/President. Neither this policy nor the associated procedures are to be construed in any way to restrict Constitutional guarantees including freedom of expression and the open exchange of ideas.
