- Adults whose annual income is:

| Two Person |
$21,855 |
| Three Person |
$27,465 |
| Four Person |
$33,075 |
- Persons who are the first in their family to attend college (postsecondary educational institutions) and are over 19 years old
- High school graduates who have not attended another school since high school
- Parents of Head Start children
- Single heads of household
- CalWORKS recipients
- Individual who did not finish high school or college
- Persons with disabilities
- Veterans
- Persons who do not speak English
- Retail and agricultural workers who make a low-wage and who do not have access to technology
