Rules and Regulations for Student Behavior
Students at Palomar College are responsible for regulating their own conduct and for respecting the rights and privileges of others. Palomar students are expected to conduct themselves in a manner compatible with the function of the College as an educational institution and respect and obey all civil and criminal laws. Failure to show respect for the standards as set forth by Palomar College is cause for disciplinary action.
Guidelines for student conduct are set forth in the California Education Code, California Administrative code Title 5, policies of the Board of Trustees, and all civil and criminal codes.
In compliance with California Education Code Section 66300, 72282, and 72292, and in keeping with the above, regulations have been established to effectively and efficiently provide for the approved educational programs, approved student activities, and community services. Student Conduct Code Condensation

A. Conduct for which a student may be disciplined, if it is college related:
- Theft or non-acciedntal damage to college property.
- Forgery, alteration or misuse of records, documents or identification.
- Cheating or plagiarism in connection with an academic program.
- Physical or verbal abuse of others or any threat of force.
- The use, possession, distribution, or being under the influence of alcohol, narcotics, or other controlled substances on campus at any time, or off campus at any College sponsored event.
- Unauthorized entry into, unauthorized use of, or misuse of College property.
- Disorderly, lewd, indecent, obscene or offensive conduct on college-owned or controlled property or at College-sponsored or supervised functions.
- Possession or use of explosives or deadly weapons.
- Failure to comply with directions of college officials acting in the performance of their duties.
- Obstruction or disruption of the educational process.
- Violation of any order of the College President or his designee or other college official.
- Soliciting or assisting another to do any act which would subject another to penalties under this code.
- Any other cause identified as good cause by Educational Code Section 76032 and 76033, not identified above.
- Attempting to do any of the above.
B. Penalties which may be determined for violation of the Student Conduct Code:
- Warning. Verbal or written notice to the student that conduct may be cause for disciplinary action.
- Reprimand. A censure for violation of specific rules of conduct.
- Probation. May include exclusion from participation in priveleges or extracurricular activities for a specified period of time. The imposition of disciplinary probation includes notification of the student in writing of the reason for and conditions of probation.
- Administrative Suspension. Temporary, short term exclusion from student status for a specified period of time. (Five (5) day limit).
- Withdrawl of consent to Remain on Campus. When reasonable cause exists to belive the continued presence of the student constitutes a substantial and material threat to persons or property. (Fourteen (14) calendar day limit).
- Long Term Suspension. Not to exceed two (2) years. Exclusion from student status.
- Expulsion. Permanent denial to all campus priveleges including class attendance.
- Instructor Suspension. Suspension by a college instructor for good cause from class for the day of suspension and the following class meeting. Instructor's decision is final and may not be appealed.
- Long-Term Suspernsion. The College President or designee is authorized to suspend a student for a period of time not to exceed two (2) calendar years.
C. Appeals:
Only Long Term Suspension and Expulsion are subject to hearing and appeal procedures. These procedures are on file in the Student Activities Office.
Academic Integrity Code of Conduct
Academic Integrity is a code of conduct for students that requires honest and ethical academic endeavor. It is an intergral part of the spirit embodied in an academic community. Violations of this code of conduct are considered serious and may result in penalties ranging from failing a test or assignment to expulsion from the College. The Governing Board of the Palomar Community College District supports the principles of the Academic Integrity Code and supports the efforts of faculty and staff to insure that these principles are upheld.
